DERP! Larry Juriga wants to be Chief!

Once again, the North Miami Police Department finds itself without a police chief.  One month to the day of firing Gary Eugene, North Miami City Manager Larry Spring advertised for the position.  So far, fifteen individuals have applied.

And once again, Assistant Chief Larry Juriga, who conned his way into getting himself appointed as Interim Chief, has applied for the permanent position.

Needless to say, it would be a mistake of epic proportions if he got the job.  Let us count the reasons why.


First and foremost, let’s not forget that Larry Juriga filed a discrimination complaint with the U.S. Equal Employment Opportunity Commission (EEOC) on July 6, 2015.  Larry Juriga claimed that while he was on his cell phone with former City Manager Aleem Ghany, he accidentally overheard Aleem tell his wife that Juriga was a “redneck.”

In his complaint, Juriga also alleged that Aleem told him that former Mayors Joe Celestin and Andre Pierre “hate him” because he plotted with white officers to “to block promotions of black and Hispanic officers.”

Even more adorable, Juriga claimed that he suffered personal harm by being “passed over for promotions” because he’s white.

Considering the fact that Larry Juriga’s meteoric rise through the ranks of the North Miami Police Department had nothing to do with his ability, but everything to do with the color of his skin (and a touch of nepotism, to boot), his crying “RACISM” is laughable.

According to his job application for police chief, three years after he was hired as a police officer in 1994, Juriga was promoted to Detective.  Two years later he was promoted to Sergeant, and three years later to Commander.

In 2003, a scant nine years after he joined the department, he was promoted to Major, and in 2010, he was appointed to the position of Assistant Chief.

Conveniently omitting the details of his career for the last twelve months, Larry Juriga named Chief Lenny as his most recent supervisor when, in fact, it was Chief Gary Eugene.

He also claimed he was still in charge of the Investigations division when, in fact, Chief Eugene transferred him out of the Investigative Section to SANITATION and Code for lying to him about Commander Emile Hollant in order to protect SWAT team member Officer Jonathan Aledda in his shooting of an unarmed black man.

Then again, falsifying a job application is apparently no big deal to someone who thought nothing of lying about one police officer in order to cover another cop’s ass.


In his complaint, Juriga claimed that Aleem Ghany told him that two former Mayors accused him of blocking “promotions of black and Hispanic officers.”

While it’s worthy to note that, when interviewed, both Andre Pierre and Joe Celestin emphatically claimed that Aleem lied, the truth is that the demographics of the North Miami Police Department do not reflect that of the community.

An August 28, 2015 article in entitled, Where Police Don’t Mirror Communities and Why It Matters, reported that “[a]lthough no national standards regarding levels of diversity exist, the Commission on Accreditation for Law Enforcement Agencies does require accredited agencies to adopt specific steps ensuring their workforce mirrors that of their communities.”

Not that this requirement is particularly relevant to the NMPD, which lost its accreditation last year, thanks to Chief Lenny … with considerable help from his puppetmaster, Larry Juriga.

But, we digress…

The U.S Department of Justice Equal Opportunity Commission’s Advancing Diversity in Law Enforcement launched an “initiative designed to help our nation’s law enforcement agencies recruit, hire, retain, and promote officers that reflect the diversity of the communities they serve.”  According to its research, “increased diversity can make law enforcement agencies more open to reform, more willing to initiate cultural and systemic changes, and more responsive to the residents they serve.”

When former Chief Gary Eugene was appointed, one of his concerns was that North Miami’s Haitian community, roughly 40% or more of the city, was not adequately represented by its police force.  He told us he discovered serious problems in the department’s hiring practices, especially with regard to disqualifying Haitian applicants for immaterial and frivolous reasons.

For example, Chief Eugene told this blogger that several aspiring officers were advised they were eliminated for not uploading their birth certificates to the online application, despite the fact that there was no instruction for this to be done.  When they attempted to provide their birth certificates to the personnel department, they were told it was too late.

Eugene said that his predecessor, Chief Lenny, knew this was a problem and yet deliberately failed to do anything about it.  Considering that trigger-happy Officer Jonathan Aledda was dubiously hired despite the fact that he had been arrested for shoplifting (and who ended up being the department’s biggest liability), disqualifying Haitian applicants for a mere clerical oversight is downright petty.

More insidious, however, was Eugene’s discovery that Jorge Manresa, the department’s civilian Police Administrator-slash-“Budget Dude,” was in charge of training and had the final approval on police applications.  Chief Eugene promptly removed Manresa from the training division.  Within a short period of time, department diversity miraculously increased exponentially.

In an email, Chief Eugene wrote:

“Since I took over in June 2016, I hired a total of 16 new employees:

10 Haitians = 62.5%
3 Blacks = 18.75%
2 Hispanics = 12.5%
1 white = 6.5%”

Now that Larry Juriga has been appointed Interim Chief, watch Jorge Manresa get transferred back to training.

Remember when City Manager Larry Spring publicly disparaged Chief Gary Eugene at a Community Council meeting?  Well, we do.

In a lame attempt to justify the bogus Internal Affairs investigation of Commander Hollant and the retaliatory firing of Chief Eugene, Spring distributed a Memo alleging, among other things, that Eugene made hiring decisions “based on outside influencers.”


This is North Miami.  All personnel decisions are based on “outside influencers” …

For example, the entire North Miami Parks & Rec staff (including its Director, Derrick Corker) is comprised of close friends and cronies of Deputy City Manager Arthur “Duke” Sorey.

And now the “Duke” is plotting to do the same with the Police Department … including, and especially, getting Larry Juriga appointed as Chief.

If Sorey’s political scheme weren’t so obvious, Juriga might have listed Sorey as a reference on his application.

Except, he did one better.

Larry Juriga listed as a reference one of the most powerful lobbyists in the State of Florida … RON BOOK!

Book made news earlier this year when the Miami Herald reported that he held more than one third of all local government contracts to lobby for funding in Tallahassee, including the City of North Miami.

“Seventeen of the first 46 contracts posted online are with Book’s Aventura firm, totaling more than $1 million a year.

Nearly all are with local governments in South Florida. Miami-Dade County paid Book $120,000 over the past year; Fort Lauderdale paid his firm $32,500; and Broward County paid $53,000. The city of Tallahassee pays a total of $90,000 to Book’s firm and the lobbying firm of Sean Pittman.

Nine small- to medium-sized South Florida cities also pay Book an average of about $50,000 a year each. They are Aventura, Bal Harbour, Cooper City, Dania Beach, Marathon, North Miami, Sunny Isles Beach, Sunrise and Tamarac.”

Ron Book has come a long way since the time he violated “state law by funneling more than $30,000 in illegal campaign contributions to at least a dozen of his political cronies in state and county government.”  He pleaded guilty to four misdemeanor charges, according to a 1995 Miami New Times article by Jim Defede.

Last year, due to Ron Book’s power, influence and money, his daughter Lauren, a political newbie, was able to handily win a State Senate seat.  Within six months of being elected, Lauren Book enriched the coffers of her non-profit organization, Lauren’s Kids, by securing “$1.5 million of the hard-earned money confiscated from Floridians by taking advantage of a loophole in Florida Senate ethics rules,” according to a recent article in The Concerned American.

The Florida Bulldog also reported that between the years 2012 and 2015, “the Florida Legislature awarded Lauren’s Kids – which employs Sen. Book as its $135,000-a-year chief executive and counts powerful lobbyist Ron Book, her father, as its chairman – $9.6 million in grants.”

Isn’t that convenient?

To say that Ron Book is one of the most politically influential lobbyists in the State of Florida would be the understatement of the year.

It’s no coincidence that Larry Juriga named Ron Book as one of his references on his job application.  Does anyone doubt for a minute that Book will use his political influence to lobby North Miami elected and city officials to appoint Larry Juriga as the Chief of Police?

If City Manager Larry Spring is concerned about “outside influencers” or politically motivated appointments, he should take his own advice when choosing the Chief for the North Miami Police Department.

As our readers are well aware, this blogger has been extremely critical of Assistant Chief Larry Juriga, especially since he attempted to frame Commander Emile Hollant for the Aledda shooting.

As we’ve stated on several occasions, if a corrupt high-ranking officer of the North Miami Police Department would go to such lengths in order to frame a fellow officer by falsely accusing him of wrongdoing, how far would he go to destroy ordinary civilians?

Well, wonder no more.

We have reason to believe – circumstantial evidence, if you will – that one of Larry Juriga’s “Illuminati” crony cops may have been recruited to anonymously cyber-stalk us via email and Twitter, as well as in several emails sent to North Miami elected and city officials.

The harassment only stopped on the exact same day we made a public records request for a discrimination complaint filed against that officer.

Another coincidence?  We think not.

So, yeah, this firestorm has become very, very personal.

Needless to say, there are fourteen other applicants who are at least as (and many of whom much more) qualified than Larry Juriga for the coveted position of North Miami Chief of Police.

We certainly hope that City Manager Larry Spring will do the right thing and toss Juriga’s application into the round file.

North Miami residents deserve so much better.

¡DERP! Larry Juriga quiere ser el jefe!

Una vez más, el Departamento de Policía de North Miami se encuentra sin un jefe de policía. Un mes para el día de despido Gary Eugene, Gerente de North Miami City Larry Spring anunció para el puesto. Hasta el momento, quince personas han solicitado.

Cuando el ex jefe Gary Eugene fue nombrado, una de sus preocupaciones era que la comunidad haitiana de North Miami, aproximadamente el 40% o más de la ciudad, no estaba adecuadamente representada por su fuerza policial. Nos dijo que había descubierto serios problemas en las prácticas de contratación del departamento, especialmente con respecto a la descalificación de los solicitantes haitianos por razones irrelevantes y frívolas.

Y los solicitantes de Haití son rechazados en 3, 2, 1 …


¿Recuerda cuando el Gerente Municipal Larry Spring denunció públicamente al Jefe Gary Eugene en una reunión del Consejo de la Comunidad? Bueno, lo hacemos.

En un cojo intento de justificar la falsa investigación de asuntos internos del comandante Hollant y el disparar represalias del jefe Eugene, Spring distribuyó un Memo alegando, entre otras cosas, que Eugene tomó decisiones de contratación “basadas en influencias externas”.


Este es North Miami. Todas las decisiones de personal se basan en “influenciadores externos” …

Por ejemplo, todo el personal de North Miami Parks & Rec (incluyendo a su director, Derrick Corker) está compuesto por amigos cercanos y compinches del subdirector municipal Arthur “Duke” Sorey.

Y ahora el “Duque” está planeando hacer lo mismo con el Departamento de Policía … incluyendo, y especialmente, conseguir que Larry Juriga sea nombrado Jefe.

Si el esquema político de Sorey no fuera tan obvio, Juriga podría haber enumerado a Sorey como una referencia en su aplicación.

Excepto, él hizo uno mejor.

Si el Gerente Municipal Larry Spring está preocupado por “influencias externas” o por citas políticamente motivadas, debe tomar sus propios consejo al elegir al Jefe del Departamento de Policía de North Miami.

Como bien saben nuestros lectores, este blogger ha sido extremadamente crítico con el jefe adjunto Larry Juriga, especialmente desde que intentó enmarcar al comandante Emile Hollant para el tiroteo de Aledda.

Como hemos dicho en varias ocasiones, si un oficial corrupto de alto rango del Departamento de Policía de North Miami llegara a tal longitud para enmarcar a un compañero oficial acusándolo falsamente de delito, hasta dónde iría para destruir a civiles corrientes ?
Bueno, no pregunto nada más.

Tenemos razones para creer – una evidencia circunstancial, si se quiere – que uno de los policías “Illuminati” de Larry Juriga pudo haber sido reclutado para enviarnos anónimamente por correo electrónico y Twitter, así como en varios correos electrónicos enviados a North Miami elegidos y oficiales de la ciudad.

El acoso sólo se detuvo el mismo día que hicimos una solicitud de registro público de una denuncia de discriminación presentada contra ese oficial.

Otra coincidencia? Creemos que no.

Así que, sí, esta tormenta de fuego se ha vuelto muy, muy personal.

Huelga decir que hay otros catorce candidatos que son por lo menos tan calificados (y muchos de ellos) que Larry Juriga por la codiciada posición de Jefe de Policía de North Miami.

Ciertamente esperamos que el Gerente Municipal Larry Spring haga lo correcto y aplique la solicitud de Juriga en el archivo redondo.

Los residentes de North Miami merecen mucho mejor.

    Why should we be surprised if Juriga is named Chief? It’s astonishing that he would even be considered. In a survey of the worst cities in the State of FL NM was was listed as 15. Does the City Manager want us to rise above Opa Locka, the 2nd worst city in the state? If the manager can’t do better than Juriga he should be looking for another position.

    Once again we see that North Miami is not concerned with selecting a Qualified and knowledgeable person for their police chief. The community deserves a chief that will bring the residents together, and not one that will continue a hostile environment within the department and the community.

    Lying on a police application, no matter the rank, are grounds for termination or demotion…
    If it’s similar to or is perjury…
    How then could this person be considered as the top cop of the police department in a city plagued with such problems as negligent hiring, negative retention. and applicants with a criminal background, but yes, it is politics first here in South Florida… I feel for the residents and the good officers if Mr. Juriga gets what he wants… Let’s us not forget that GOD is watching after all of us…In the end, we will all get what we deserve…

    I believe the North Miami Police Department should work for the betterment of the community.
    Having said this, having Larry Juriga at the helm of the department could deteriorate the already fragile relationship he has demonstrated thus far.
    I have never heard the name Juriga before the event that took place on the shooting incident of Mr Kinsey and so far, it seems like it is one self serving cover up after another.
    I have never seen this city in such disarray… ever since this new city manager has taken over, this city was functioning. It is time for our city leaders to do the right thing and bring back our city. To start a new fiscal year with this clown as chief of police would only make things worst.

    I am not surprised, with head administration of the City of North Miami has Arthur “Duke” Sorey as its number 2. He was unqualified for his budget role, director role and now current role. He has put unqualified and uneducated people in several places of employment through out the City. For example Syreeta Pinckney in the housing division or Roy Brown in Budget or how he was able to get his brother Andre Sorey promoted in Parks & Recreation to a full time position.
