The Kissel Chronicles: How NMPD cops protect and serve … EACH OTHER!

Yikes!  The corruption never ends!

It’s bad enough that certain members of the North Miami Police Department’s command staff continue to protect bad cops, such as sexual predator Jodlyn Antoine, but they also go to great lengths to keep the public from finding out about them.

Fortunately, we are persistent.

Once we started digging into the maliciousness of serial offender Sergeant Joseph Kissel, we encountered similar roadblocks.

In our ongoing “investigation” of his discrimination and harassment of Crisis Intervention Specialist Natacha Jean-Francois, we uncovered yet another document that NMPD Major Franzia Brea tried to hide from us.

It didn’t work.

On August 14, 2017, we made a public records (PRR 1731) for: The complete file(s) of any complaints ever filed by Natacha JeanFrancois against any North Miami Police Department employee.”

On that same day, we received the formal complaint Ms. Jean-Francois filed with the EEOC on April 8, 2013, the Notice of Dismissal and Rights to Sue by the EEOC, the City Attorney’s response to her complaint and a list of exhibits allegedly  attached to the response (although those alleged  attachments were not included).

The next day on August 15, 2017, we also received Ms. Jean-Francois’ January 14, 2013 revealing memo in which she appealed the two disciplinary actions she received from Joey Kissel for hand writing an address on an envelope, and for violating a non-existent dress code.

We’re not sure why this particular memo wasn’t included with the first set of documents, but we have our suspicions.

You will recall that another female officer, Stacina Jones, also filed a discrimination complaint against Joey Kissel claiming that he retaliated against her after she “participated as a witness in an Internal investigation filed by a co-work[er] on Sgt. Joseph Kissel.

We then wrote back to the clerk’s office, “Please also provide a copy of the Internal Affairs investigation regarding this complaint, including the disposition thereof.”

That’s when Major Franzia Brea responded with her usual smoke-screen antics in an attempt to halt our discovery.

On August 17, 2017, we received this letter dated August 16, 2017:

Oh, really?

Then again, Major Brea has never been forthcoming with silly little things like truthfully responding to public records requests.

But we digress.

Knowing that Major Brea was playing semantics, on October 6, 2017, we made the following public records request:

“Per previously received public records (PRR 1797) provided to me, a Charge of Discrimination was filed by NMPD employee Stacina Jones, in which she stated that she “participated as a witness in an Internal investigation filed by a co-work[er] on Sgt. Joseph Kissel.”

The city also provided me with a letter dated August 16, 2017 from Major Franzia Brea (PRR 1731), in which she stated that “there are no complaints filed by Natacha JeanFrancois against any North Miami Police Department employee.”

Therefore, I am requesting:

1.  Confirmation that Ms. Stacina Jones participated as a witness in an Internal investigation against Sgt. Kissel;
2.  A written statement from Major Brea explaining why she stated in writing that there was no such investigation against Sgt. Kissel when, in fact, there appears to have been one initiated; and
3.  Copies of all documentation relating to the referenced Internal investigation against Sgt. Kissel that was initiated upon Ms. JeanFrancois‘ complaint against him.”

And then we waited…

On October 12, 2017, six days later,  we finally received a response from the clerk’s office:

“Attached please find both response letters from the NMPD in reference to PRR1797 and PRR1810. No IA investigations were filed by Natacha JeanFrancois, Stacina Jones, or Kathleen Ruggiero against any NMPD Law Enforcement Officer. The internal investigation referred to by Stacina Jones on the EEOC Notice of Charge of Discrimination dated August 4, 2015, refers to an investigation conducted by the Personnel Department. Specifically, an investigation conducted by former Personnel Director Rebecca Jones where she interviewed the employees in the NMPD Investigative Unit, including Stacina Jones. The report of this investigation has been attached for your review.”

The first letter from Major Franzia Brea stated that the documents we requested were not stored at the police department, but were “uploaded by the City Attorney’s Office.”

How convenient!

Major Brea’s second letter claimed that “there are no Internal Affairs Investigations filed by Stacina Jones or Kathy Ruggiero against any North Miami Police Department Law Enforcement Officer(s).”

No doubt they were advised it was in their best interest  to refrain from doing so.

The third document we received was a March 14, 2013 report written by then-Personnel Director Rebecca Jones, which Major Brea obviously tried to hide from us.

With good reason.

After reviewing the January 14, 2013 memo, Ms. Jones performed her own investigation of the “ongoing discrimination, personal vendetta and malicious intent” by Sergeant Joseph Kissel toward his subordinate, Natacha Jean-Francois.

Ms. Jones pointed out that a May, 2012 written grievance filed by Ms. Jean-Francois to Kissel’s supervisor was completely ignored by his supervisor (and crony) Commander Scott Croye.  Instead of following through with the employee’s complaint and sending it “up the chain of command for resolution” as per NMPD protocol, Commander Croye did absolutely nothing.

Furthermore, Ms. Jones stated that in addition to interviewing Ms. Jean-Francois and Sergeant Kissel, she also interviewed “commander Croye, Sgts. Brinson and Hollant, Detectives Blemur, S. Jones, Rhymer and Tovar.”

She also noted that “[o]ther than Ms. Jean-Francois only one other female was interviewed.”  That other female would be Officer Stacina Jones, who also filed discrimination complaints against Kissel when he retaliated after she testified against him.

Interestingly, one of the males who also testified against Kissel was Emile Hollant, who is currently on paid administrative leave after being framed by Assistant Chief Larry Juriga, who is one of Joey’s fellow corrupt “Illuminati” members.

Another coincidence?  We definitely think not!

According to her findings, Personnel Director Jones noted that most of the individuals interviewed were witness to Kissel’s treatment of Ms. Jean-Francois.  She wrote, “This is a very small unit with only a few employees in a small space so it would be difficult for anyone on the unit not to be cognizant of one or more of these issues.”

They were also well aware of the fact that Kissel disciplined Ms. Jean-Francois unfairly.  In fact, several of them even agreed that he treats female employees “differently,” and most were critical of his “negative interaction with a female officer who is no longer in the unit.”

None of those interviewed by Ms. Jones had known anyone other than Ms. Jean-Francois being “written up for handwriting an envelope.”  In addition, all of them stated that there was no dress code for civilians.

Obviously, Joey Kissel was on a mission to make Ms. Jean-Francois’ life as miserable as possible.

Ah, but misery, as they say, loves company.

All of the officers interviewed by Rebecca Jones agreed that Joey was a very disagreeable person.  They all told her that Kissel communicated inappropriately, was prone to outbursts, was overbearing, and raised his voice often.

He seems nice.

Most of the officers also recalled having “at least one encounter of a negative conversation with Sgt. Kissel,” that he had to be told to “change his tone when addressing them,” and that he was “improper at times” when discussing issues or reprimanding employees.

A few of them even complained to Kissel’s commander about his poor communication skills.

Not that it mattered, however, since his commander was none other than Scott Croye, who not only ignored Ms. Jean-Francois’ complaint in the first place, but he also vigorously defended Kissel’s atrocious behavior toward her.

Then again, no surprise there.  We’re told that Kissel and Croye have a long and storied history of covering for each other and their fellow “Illuminati” cronies.

Personnel Director Rebecca Jones concluded that “Ms. Jean-Francois was subjected to ‘undue scrutiny’ by the supervisors  in the investigative unit” and “reprimanded for rules that were not yet written  or practices that she was not aware of.”

Ms. Jones then recommended that the disciplinary actions taken against Ms. Jean-Francois be rescinded.

She also recommended supervisor training for Croye, Kissel and another sergeant.  More importantly, the Personnel Director determined that Sergeant Joseph Kissel needed communication training.

AS IF!

Leopards don’t change their spots.  No amount of “communication training” could possibly transform Joey Kissel into a decent human being.

He is, always has been, and always will be a serial offender.

Unfortunately, the abominable manner in which Sergeant Joseph Kissel treats female employees of the North Miami Police Department is just the tip of the iceberg.

You won’t believe what he allegedly  did to an ordinary civilian, his wife, and their minor children.

The Kissel Chronicles: Cómo los policías de NMPD protegen y sirven … ¡CADA UNO!

Es bastante malo que ciertos miembros del personal de comando del Departamento de Policía de North Miami continúen protegiendo a los policías malos, como el depredador sexual Jodlyn Antoine, pero también hacen todo lo posible para evitar que el público se entere de ellos.

Jean-Francois ante la EEOC el 8 de abril de 2013, la Notificación de despido y los derechos a demandar por la EEOC, la respuesta del abogado de la ciudad a su queja y una lista de pruebas supuestamente adjunto a la respuesta (aunque esos presuntos adjuntos no fueron incluidos).
Al día siguiente, el 15 de agosto de 2017, también recibimos el memorándum revelador de la Sra. Jean-Francois el 14 de enero de 2013, en el que ella apeló las dos acciones disciplinarias que recibió de Joey Kissel por escribir a mano una dirección en un sobre y por violar un código de vestimenta inexistente
No estamos seguros de por qué este memo en particular no se incluyó con el primer conjunto de documentos, pero tenemos nuestras sospechas.

Entonces, de nuevo, Major Brea nunca ha estado presente con pequeñas cosas tontas como responder de manera sincera a solicitudes de registros públicos.
Pero nos divagamos.
Sabiendo que Major Brea jugaba semántica, el 6 de octubre de 2017, hicimos la siguiente solicitud de registros públicos:
“Según los registros públicos recibidos previamente (PRR 1797), la empleada de NMPD, Stacina Jones, presentó un Cargo de Discriminación, en el que declaró que” participó como testigo en una investigación interna presentada por una colaboración [er] en el sargento Joseph Kissel “.

La segunda carta del comandante Brea afirmaba que “no hay investigaciones de asuntos internos presentadas por Stacina Jones o Kathy Ruggiero contra ningún oficial de la ley del Departamento de Policía de North Miami”.
Sin duda, se les aconsejó que lo mejor para ellos era abstenerse de hacerlo.
El tercer documento que recibimos fue un informe del 14 de marzo de 2013 escrito por la entonces Directora de Personal, Rebecca Jones, que obviamente Major Brea intentó ocultarnos.
Con buena razón
Después de revisar el memorando del 14 de enero de 2013, la Sra. Jones realizó su propia investigación de la “discriminación en curso, vendetta personal e intención maliciosa” del sargento Joseph Kissel hacia su subordinada, Natacha Jean-Francois.
La Sra. Jones señaló que un agravio escrito de mayo de 2012 presentado por la Sra. Jean-Francois al supervisor de Kissel fue completamente ignorado por su supervisor (y amigo) el Comandante Scott Croye. En lugar de seguir con la queja del empleado y enviarlo “a la cadena de comando para la resolución” según el protocolo NMPD, el Comandante Croye no hizo absolutamente nada.
Además, la Sra. Jones afirmó que, además de entrevistar a la Sra. Jean-Francois y al Sargento Kissel, también entrevistó al “comandante Croye, Sgts. Brinson y Hollant, los detectives Blemur, S. Jones, Rhymer y Tovar “.
También señaló que “[e] n que la Sra. Jean-Francois solo se entrevistó a otra mujer”. Esa otra mujer sería la Oficial Stacina Jones, quien también presentó denuncias de discriminación contra Kissel cuando tomó represalias después de haber testificado en su contra.
Curiosamente, uno de los hombres que también testificó contra Kissel fue Emile Hollant, quien actualmente está en licencia administrativa remunerada luego de haber sido enmarcado por el Jefe Auxiliar Larry Juriga, quien es uno de los compañeros corruptos miembros de “Illuminati” de Joey.
¿Otra coincidencia? ¡Definitivamente no pensamos!
Según sus conclusiones, el Director de Personal Jones señaló que la mayoría de las personas entrevistadas fueron testigos del trato de Kissel con la Sra. Jean-Francois. Ella escribió: “Esta es una unidad muy pequeña con solo unos pocos empleados en un espacio pequeño, por lo que sería difícil para cualquier persona en la unidad no ser consciente de uno o más de estos problemas”.
También eran muy conscientes del hecho de que Kissel disciplinó injustamente a la Sra. Jean-Francois. De hecho, varios de ellos incluso estuvieron de acuerdo en que él trata a las empleadas “de manera diferente” y la mayoría criticaron su “interacción negativa con una funcionaria que ya no está en la unidad”.
Ninguno de los entrevistados por la Sra. Jones había conocido a nadie más que a la Sra. Jean-Francois “escrita para escribir a mano un sobre”. Además, todos declararon que no había un código de vestimenta para los civiles.
Obviamente, Joey Kissel tenía la misión de hacer la vida de la Sra. Jean-Francois tan miserable como sea posible.
Ah, pero la miseria, como dicen, le encanta la compañía.

No importaba, sin embargo, ya que su comandante no era otro que Scott Croye, quien no solo ignoró la queja de la Sra. Jean-Francois en primer lugar, sino que también defendió enérgicamente el comportamiento atroz de Kissel hacia ella.
Por otra parte, no hay sorpresa allí. Nos dicen que Kissel y Croye tienen una larga y legendaria historia de cubrirse el uno al otro y a sus compinches “Illuminati”.
La directora de personal, Rebecca Jones, concluyó que “la Sra. Jean-Francois fue sometido a “escrutinio indebido” por los supervisores en la unidad de investigación “y” reprendido por reglas que aún no estaban escritas o prácticas de las que no tenía conocimiento “.
La Sra. Jones luego recomendó que se rescindieran las acciones disciplinarias tomadas contra la Sra. Jean-Francois.
También recomendó la capacitación de supervisores para Croye, Kissel y otro sargento. Más importante aún, el Director de Personal determinó que el sargento Joseph Kissel necesitaba capacitación en comunicación.

Los leopardos no cambian sus manchas. Ninguna cantidad de “entrenamiento de comunicación” podría transformar a Joey Kissel en un ser humano decente.
Él es, siempre lo ha sido, y siempre será un delincuente en serie.
Desafortunadamente, la manera abominable en que el sargento Joseph Kissel trata a las empleadas del Departamento de Policía de North Miami es solo la punta del iceberg.
No creerás lo que supuestamente hizo ante un civil común, su esposa y sus hijos menores.

  4. North Miami has so many Haitians yet Haitians get Discriminated against, especially within the PD and the City. When will our cries be heard? When will we be represented? I am not surprised about this at all but I am surprised that they’ve allowed people like this to continue working.

  5. This man is racist and sexist yet we will continue to see him on our streets because of how corrupt Juriga and his buddies have NMPD. What’s it going to take for some justice? North Miami has injustice after injustice and then they always manage to put the blame on anyone BUT THE WHITE PEOPLE WHO HATE HAITIANS. They’ve even gone so far as to cleanse the department of our people.
