North Miami needs a Police Chief. Who would you pick? (UPDATE: Kreyòl Ayisyen and Español translations)

Now that the budget has been passed, North Miami City Manager Larry Spring’s next item of business is to appoint a Chief to head up the sixth largest police department in Miami-Dade County.

Will he pick the most qualified individual, or will his choice be politically motivated?

You be the judge.

When Mr. Spring fired the former Chief, one of his complaints was that Gary Eugune made “hiring decisions based on outside influencers.”

Even if that were true, does anyone in North Miami believe that hiring decisions are ever autonomous?

That being said, we certainly hope that Mr. Spring will take his own advice and not succumb to pressure by lobbyists, county commissioners and other politically motivated “outside influencers.”

We also trust that he will carefully and seriously consider the attributes and accomplishments of all of the applicants  before making this most crucial decision.

The Miami Herald reported, “City Manager Larry Spring, who will choose the next chief, said he wants a candidate with an understanding of North Miami and South Florida but he also plans to prioritize applicants who have dealt with high-pressure scenarios — ‘someone who’s been put in critical situations and performed, someone who can handle crisis and prepare for crisis.'”

The article also noted that 23 individuals have applied for the job so far.  We reviewed those applications and are happy to report that there are many excellent candidates to choose from.  In fact, some of their resumes are positively outstanding.  According to the City Manager’s criteria, quite a few of these applicants are more than qualified for the job.

On that note, we decided to conduct a very unscientific survey – a “blind” test, if you will.

We compiled brief descriptions of several not-so-random resumes without revealing their identities.

We ask that you put on your City Manager Thinking Cap and pick one of these candidates as your ideal Chief of Police for the NMPD.

Here are the choices:

Candidate #1 is a 24-year law enforcement veteran who has spent the last four of them as the Police Commissioner of a large, diverse city with a population of 320,000.  He is responsible for an agency of over 2,000 employees and administers an annual budget of $180 million.  This candidate was a mission-focused leader of a 1,300-member police force during the longest period of civil unrest in the nation’s history.  During his tenure at this police department, this law enforcement officer has investigated organized crime, extremist groups and suspected political corruption.  He is also the official spokesperson for local, state and national events.  His duties have included the upgrading of technology resources, altering the use-of-force model to incorporate de-escalation, with a focus on community outreach and transparency.  This individual also oversees the recruitment, hiring and training of new officers, the police academy, crime lab and communications division.  His law enforcement agency is one of only a dozen to receive the TRI-ARC Award of Excellence from the Commission on Accreditation for Law Enforcement (CALEA).  Since his tenure as Police Commissioner, he has reduced crime by 22%, worked to provide intervention for at-risk youth, and intentionally achieved the most diverse workforce of larger policing agencies in his state.  This candidate is a member of the International Association of Chiefs of Police, as well as the Homeland Security Committee of the Major City Chiefs of Police.

Candidate #2, a 10-year law enforcement veteran, wears two hats.  For the last seven years he has served as the Police Inspector in the sheriff’s office of a major county of over 5 million people.  For the last two years he has also served as the Chief of Police of a small, mostly (90%) African American municipality.  As Police Inspector, this candidate plans, directs, coordinates and investigates all criminal and non-criminal cases of fraud, waste and financial abuse.  He is also in charge of the collection and review of all records of the sheriff’s office including incident reports, police reports, coroner reports, and video records; as well as conducting the interviews of victims, witnesses and suspects.  As a Police Sergeant prior to his promotion to Chief, this candidate also served as a training coordinator, detective, watch commander, and patrol commander.

Candidate #3 has served in the United States Army for 34 years, and is presently a Colonel.  He began his service in the 82d Airborne Division as a Lead Planning Officer in Charge of the Afghan National Security Forces.  As a Joint Task Force Commander, he commanded and controlled the 400-person maneuver units providing security for the Khyber Pass in Afghanistan, and conducted international negotiations between Pakistan and Afghanistan.  Stateside since 2010, as a Lieutenant Colonel this candidate commanded the 393rd Military Police Battalion, he managed individual and organizational administrative, logistical and operational readiness issues for 10 subordinate units located in 6 states.  As the Director of the International Security Assistance Force (IASF) Customs Coordination, this Colonel coordinated NATO Customs Processes for Afghanistan, and was recognized as the top 5% of Lieutenant Colonels for leadership, operational and tactical experiences, and superior staff skills at the strategic level.

Candidate #4 is a 27-year veteran law enforcement officer, who began his career as a Field Operations Commander in 1990.  As a Lieutenant in the United States Navy, he served as Chief of Police in the Naval Criminal Investigative Service (NCIS).  He was the Senior Military Counter Explosive Advisor and Team Chief of the General Counter Explosive Directorate Advisory Team in Iraq, responsible for guiding, training and equipping over 4,000 Iraqi Police Counter Explosive Team members, working closely with the Major General Director of the Team.  He returned from Iraq as Commanding Officer of the NCIS.  In addition to his military service, this candidate volunteers with the United States Air Force Auxiliary and the Civil Air Patrol.  He is a Counter Drug Pilot, Command Pilot, Search and Rescue Pilot, Aerospace Education officer, and Deputy Commander of Special Air Operations.  In addition, this candidate is an NRA Certified Weapons and Martial Arts instructor.

Candidate #5 has been a Federal Law Enforcement Officer with the United States Capitol Police Department for 10 years.  His duties include protecting and securing Congress, its legislative processes and all employees, visitors and facilities from all threats, foreign and domestic.  He investigates all crimes, including random acts of violence, is a first responder to all incidents within the Capitol Complex, and is a member of the Civil Disturbance Unit.  He also performs counter surveillance and monitors criminal activity that directly impacts the Capitol, and ensures that no unauthorized persons gain access to the Complex.  This law enforcement officer is also tasked with security screening for weapons, bombs and bomb making material, in order to prevent entry into the building.  He has also been trained in Pre-Incident and the Intelligence cycle, legal aspects of use of force, victim/witness awareness, Federal criminal law, terrorist strategies and tactics, critical incident stress, counter surveillance tactics, controlled substance identification, among other areas.

Candidate #6 began his 17 year career in law enforcement in a small Midwest city department, and was trained in gang and drug resistance.  A decade later he served as the Chief of Police of another department, where he implemented a community policing program, which resulted in the reduction of thefts, assaults, drugs, burglaries and gangs.  He also established mutual aid agreements with local, state and federal law enforcement agencies, as well as a citizen’s police academy.  At the same time, this candidate was an adjunct instructor at a local community college.  In 2012, he became the Chief of Police at Austin Peay State University in Tennessee, where he led a team initiative to achieve accreditation with CALEA, as well as developed policies and procedures in accordance with CALEA standards.  In 2014, he became Chief of the Florida A&M University Police Department, a community of over 25,000 residents.  His duties are numerous, and include overseeing the budget, recruitment, hiring and training of new officers, and is the department’s liaison with local, state and federal agencies.  In addition, this candidate works with the Vice President of Student Affairs in order to maintain effective communication.  He has over 15 certifications related to law enforcement and is a member of numerous professional associations including the Federal Bureau of Investigation National Academy Association, International Association of Chiefs of Police, National Organization of Black Law Enforcement Executives (N.O.B.L.E.), among others.

Candidate #7 is a retired Major from the City of Miami Police Department.  He began his 25-year career in 1992 and was promoted four ranks to Major within eleven years.  While a Major, he oversaw the Field Operations Division, Criminal Investigations, Special Investigations, including organized crime and terrorism, Community Relations, Honor Guard, among others.  This candidate is certified as a police instructor and firearms instructor, as well as tactical communication and various areas of CALEA mandatory training.  He is a member of the Federal Bureau of Investigation National Academy Association, both the International and Dade County Associations of Chiefs of Police, National Organization of Black Law Enforcement Executives (N.O.B.L.E.), among others.

Candidate #8 is a 36-year veteran originally from the NYPD.  While still a Sergeant, he developed a direct response program which reduced violent crime by 30%.  As a Lieutenant he served on a tri-state federal, state and city narcotics task force, and as Captain he oversaw the installation of his department’s computer system, and conducted bi-weekly meetings with community members, local government and business members while preparing a response plan for his precinct’s 150,000 residents.   Before retiring from the NYPD as Captain of the Criminal Investigations Division and Internal Affairs, this candidate directly supervised the investigation, homicides, armed robberies, sex offenses and grand larcenies involving uniformed and civilian members of the police department.  Since 2002, he has served as the Chief of Police of a small city in upstate New York, where he rebuilt a police department that was deemed dangerous by the New York Attorney General and restored trust with the community.  He enacted a system designed to rout out police corruption in his department and developed an early warning system to identify potential problem officers.  As Chief, he also formed a Police Community Council and Police Department Youth Coalition to address police/community issues.  In addition, he also enacted more stringent background checks and psychological screening for police applicants, and achieved greater racial, ethnic and gender diversity in the department.  Lastly, he established an Office of Emergency Management and developed a positive working relationship with the media.  His professional associations and achievements include the International Association of Police Chiefs, the American and New York State Bar Associations, was inducted into the Police Departments Honor Legion Society, and was a guest speaker at The White House on Advancing 21st Century Policing Briefing.

Candidate #9 has worked in law enforcement for 23 years in one police department, and has been an Assistant Chief for the last 7 years.  Since his first promotion in 2000, he has supervised the Investigative Section of the department, including Internal Affairs. He was also in charge of Sanitation and Code Compliance.  As Assistant Chief, he is in charge of reviewing the budget and mutual aid agreements with other police departments, as well as approving spending for large purchases.

Candidate #10 became a police officer in 1999 and has also worked in the same police department for the last 18 years.  He was promoted to Major in 2010 and transferred to the Community Policing Unit, where he was responsible for the COPS unit, School Resource Officers (SRO), Police Athletic League (PAL), Traffic Safety Unit and Marine Patrol Units.  He then assumed command of Code Compliance.  While overseeing Code Compliance, he coordinated the merger of the Sanitation and Minimum Housing Units.  He was then transferred to the Investigative Section.  He became an Assistant Chief in 2016, and remains in charge of the Investigative Section.

North Miami necesita un Jefe de Policía. ¿A quién escogerías?

Ahora que se ha aprobado el presupuesto, el próximo objetivo del gerente de la ciudad de North Miami, Larry Spring, es nombrar a un jefe para dirigir el sexto departamento de policía más grande en el condado de Miami-Dade.

    Some of these CVs are impressive. The police department needs to distance itself from the current corruption that has given it so much notoriety since the days of Andre Pierre.
    I say bring someone without a hidden agenda, someone that will have complete autonomy to run the department without the political influences, definitely new blood.
    I like the one from City of Miami, but something tells me that he may have some connection with Spring.
    What ever happened with that Federal Investigation in the City of Miami involving him, why is he a city manager, when he cost the residents of Miami so much money and then was given a golden parachute?

  2. The next chief of police has already been decided, before they made any interviews.
    These decisions are political, Spring has his pick, The Duck has his. Now they will battle with each other and of course Spring will convey to the council his pick and will give a short explanation as to how he came up with his decision.
    The next chief of police in North Miami will only be a puppet for Spring.
    I noticed that more and more Hispanics are moving into this city. We will soon have the majority of the council and will be able to run this city to its fullest potential, to restore order, create jobs, encourage major corporations to invest and bring North Miami where it belongs.
    There has been so much corruption lately and they want to have a “China Town”? Don’t get me wrong, North Miami could prosper if it were managed properly. But I see numbers being fudged by Spring and “The Duck” placing his people in key positions as he waits for Spring to “Fall”.
    Meanwhile we have numerous lawsuits pending due to the incompetence of the police and of the manager. I wonder how much more are “we” the residents of North Miami going to pay in order to bring this chapter to an end.
    I say, bring a professional to the city and not only in the police department, but to every department.

  3. We desperately NEED a new Chief of Police from outside of S. FL. If Larry Spring doesn’t choose wisely it’s going to fall onto him that once again he don’t give a dame and politics rules. We need somebody with an extensive background in law enforcement and I don’t mean code enforcement.

    Our opened police chief position has attracted many qualified and outstanding applicants who will serve and lead our existing police force and support staff in providing progressive law enforcement services and strategies.

    It is time for North Miami to move forward and select a professional law enforcement leader from the outside as our next police chief.

    The decision lies with our city manager, Larry Spring, who will be selecting the right candidate for the citizens of North Miami under the council-manager form of government.

  8. Lol!!! Juriga has put his time? Well, where else is he going to do the minimal require of him? And only in North Miami will he have protection from Duke the assistant city manager. If it wasn’t for him protecting Juriga’s ass he would have been suspended as well for lying during the shooting incident. And did we forget that he sued the city because he couldn’t handle over hearing someone refer to him as a redneck. The next Police Chief needs to be someone with thick skin.

    1. And don’t forget that under Juriga, the North Miami Police Department lost it’s accreditation. Ironically, during the very same month in neighboring North Miami Beach:

  10. I’d like to know why it’s taking so long to make a choice? What’s wrong with Larry Spring that he can’t make a decision after several months? The longer that Juriga is in an “acting” chief assignment is just more time for him to say that he’s capable of doing the job. How will they argue it then?

    1. I’d like to believe he’s taking his time in order to make the right decision. But with Juriga-bootlicker Duke Sorey, two (count ’em, two) lobbyists and a crooked county commissioner (all of whom were recruited by Juriga) whispering in his ear, there’s always the danger that he’s dazed and confused.

      Then again … North Miami. No one should be surprised.

  11. Between the money we’ve already paid out to Regine Monestime and Steve Johnson and now a pending case with Aledda how can the city afford more lawsuits? Where do we get the money? From our citizens and our taxes in the long run. Juriga already filed one EEOC complaint and cashed in on Aleem’s remark in a private conversation with his wife. Juriga has shown that he isn’t above squeezing the city for money when it suits him. He has no loyalty to our city and I hear he doesn’t live here either. I’m told he lives in Broward or Weston. Why would Juriga care about our city other than for what he can get out if it. If we get another chief it won’t surprise me if Juriga sues again whining about discrimination a second time around. That’s not the kind of police chief we want in our city. If he’s given the chance he’s going to ride the redneck train to the front door of the bank. We need to get rid of him altogether. Be done with him once and for all.

  12. Does the City Council not have the final say? I would expect that the Council must approve any employment contracts. Not that familiar with the City Charter.

    1. No, the Council does not have any say in the City Manager’s decision. In fact, the City Charter expressly forbids elected officials from interfering in the hiring and firing of personnel other than their two charter employees, the City Manager and the City Attorney. Not that they don’t try, of course.
