October 15, 2012:

2012-1012-11  Burglary Apartment Arrests x 2   2102 NE 167 ST Apt#Q-3  1110 hrs

Street Crimes Det. Festa observed a 1995 Nissan Maxima driving around the residential area of Zone 6. The driver then went and picked up the Co-defendant at his house in Zone 1. The two were followed by Street Crimes as they proceeded to drive to the above apartment complex. Both subjects exited the car with screw drivers in hand and proceeded to burglarize the listed apartments. The subjects were wearing gloves and socks over their hands. Street Crimes Detectives observed the subjects using the screw drivers to pry open the apartment window. After burglarizing the apartment, the subjects returned to their car where they were quickly apprehended. The juvenile subject was interviewed by Det. Garcia and confessed and also confessed to other burglaries in the Zone 6 residential area. The adult arrestee, who was on probation for burglary, was charged with several charges including Burglary, Possession Burglary Tools, Violation of Probation, DWLS, Contributing to the Delinquency of a Minor,  Criminal Mischief, etc.
2012-1016-30  Probation Violation Arrests   840 NE 168 ST    1715 hrs

On Monday, Oct. 15 2012, officers received a call of shots fired at 840 NE 168 ST (Steven Cenephat’s residence). Cenephat was home and he is on an electronic monitoring device due to his probation status. Cenephat’s probation officer was notified of the “shots fired” call at his house. Later that evening, Det. Ham investigated a report of Cenephat being shot in the leg and he was being treated at JMH North. The investigation indicates that Cenephat apparently shot himself. On Tuesday, Oct. 16th, Street Crimes Detectives worked in conjunction with Det. Sandy Ham, State Probation, and Officers L. Diaz, Ochoa, Sanon, K-9 Lystad and K-9 Abbott to conduct a probation check on Cenephat’s house. Upon arrival Cenephat was standing in his front yard with two other subjects. Upon seeing the police, arrestee Burt Saint Louis ran to the back yard and was apprehended. Saint Louis had pages of personal information stored in his cell phone and was additionally charged with fraud by Det. Catlin.

The Probation search of the residence revealed a .380 Cobra hand gun,  a stolen motorcycle, and a small amount of narcotics. The motorcycle was tagged with “U.P.” for “Uleta Park”. Subject Fritzbert Jean was charged by Det. Ham for obstruction of her shooting investigation involving Cenephat. Cenephat’s was charged by Det. Ham and State Probation with a host of charges regarding his violation of probation and gun charges (see below). Cenephat is a chronic burglar and he claim’s “U.P.” 4th Ave and “New Money Gang” Cenephat was documented under the State Gang Statue 874.
