NMPD Internal Affairs … What could possibly go wrong?

Now that charges have been filed against North Miami Police Officer Jonathan Aledda, who shot Charles Kinsey last summer, he’s no longer the department’s problem child.

The city, however, will still have to contend with the legal and financial fallout due to his “culpable negligence,” and the department’s negligence for hiring him in the first place.  City Attorney Jeff Cazeau and his staff certainly have their work cut out for them.

But for the most part, the protests and media circus that have plagued City Hall for months will soon die down.

Unless, of course, the “Illuminati’s” plot to bring down the department’s first Haitian commander succeeds.

Make no mistake.  The “ongoing and open investigation” against Commander Emile Hollant is nothing more than a witch hunt.

In his well publicized audio testimony to the Florida Department of Law Enforcement, Police Chief Gary Eugene minced no words when he accused Assistant Chief Larry Juriga of lying to him about Commander Hollant.  He also stated that Commander Angel Rivera attempted to coerce Commander Hollant into lying to protect Officer Aledda.

The Chief also complained that there were blatant efforts made to keep him out of the loop.  For example, he was initially sent to the wrong location.  When he finally did arrive, the scene had already been taken over by police investigators, who refused to speak with him.  The Chief also noted in his testimony that the entire crime scene was a mess.

According to the Chief’s own words, when Assistant Chief Larry Juriga finally deigned to share information with him, he falsely accused Commander Hollant of lying.

Since Juriga was the head of investigations at the time, Chief Eugene assumed this information was correct and shared it with the City Manager, who in turn, suspended Hollant without pay.  Although the Commander’s pay was eventually restored, he has still been on administrative leave for nearly nine months.

Despite Larry Juriga’s underhanded attempt to get the State Attorney’s Office to file criminal charges against Emile Hollant, the Commander was immediately cleared of all wrongdoing.

As a result of their lies and duplicity, Larry Juriga and Angel Rivera were promptly transferred out of the investigations division.   Juriga was assigned to Code and Sanitation, and Rivera sent to Patrol.

And, despite the issuance of the August 2, 2016 Close-Out Memo, North Miami Police investigators made a second attempt to pressure the State Attorney into reopening its investigation into Hollant.

In response, Chief Assistant State Attorney Jose J. Arrojo sent an email on April 5, 2017 to City Manager Larry Spring and City Attorney Jeff Cazeau, stating:

“Again, as a corollary inquiry to the Aledda shooting investigation, we reviewed an allegation that was made against Commander Hollant.  Specifically, it was alleged that Commander Hollant advised North Miami Police investigators and command staff officers that he was not a witness to Officer Aledda’s use of deadly force; others had initially concluded that he was.  As part of that that inquiry, statements were taken from Commander Hollant and Chief of Police Gary Eugene.  I had previously spoken to you months ago about Chief Eugene’s statement.  We concluded that no criminal charges were merited and that there was no intent by Commander Hollant to mislead or obstruct investigators in the police use of deadly force investigation.

After [the] Hollant inquiry was closed, as a courtesy to the North Miami Police investigators, we considered the additional police officer interviews taken by the prosecutors in the Aledda police shooting investigation.  No changes to the close-out memorandum in the Hollant inquiry were made as a result of the additional police interviews and that inquiry remained closed.

And, even though their second attempt to blame Commander Hollant for the shooting failed spectacularly, those same North Miami Police investigators are now conducting an “ongoing and open” Internal Affairs investigation into Hollant’s actions.

Seems legit, right?

From the very beginning, Commander Emile Hollant has insisted that he has done absolutely nothing wrong.

The FDLE’s sworn affidavit certainly backs up his claim.

Both the State Attorney’s Office Close-Out Memo dated August 2, 2016 and Chief Assistant State Attorney Jose J. Arrojo’s email dated April 5, 2017 unequivocally cleared Commander Hollant of any and all wrongdoing.

And yet, the witch hunt continues.

Why?

City officials, who were unwittingly caught up in Juriga’s web of deception, rushed to judgement and publicly crucified Commander Hollant in order to make an example of him.

In light of all the recently released evidence proving that Hollant was framed, these same officials desperately need to save face with the community.  The police department is surely under tremendous pressure to find something – anything – to pin on the Commander in order to justify their rash decision to scapegoat him and suspend him without pay.

Larry Juriga and Angel Rivera are only too happy to oblige.  It’s clear that they both harbor a deep-rooted resentment of Chief Gary Eugene and his command staff appointments.

At least the ones who aren’t white.

They will do everything in their power to make sure Internal Affairs nails Commander Hollant for some procedural infraction, however frivolous (like parking his police car in the middle of the street, perhaps?), to cover their own asses.

But, don’t be fooled for one minute.

In the eyes of the “Illuminati,” Commander Emile Hollant’s only real “crime” is Policing While Haitian.

    The City needs to stop persecuting the Haitian cops that go above and beyond the call of duty for their community!!! Stop dirtying the names of the Chief and the Commander like clearly mentioned in the article that their only crime was policing while Haitian!!!! Hang in there guys KARMA will get them you will get your justice!!!!

      The Residents need to VOTE for a NEW Mayor and Council Members who have the balls to stop the corruption that goes on in City Hall. We need a Mayor and Council that have no problem speaking up and asking questions to city employees starting with City Manager, Deputy City Manager and City Clerk. Looks to me like they are running the city and not those who were voted in to do so. If they can’t handle it then step down and let others do it. Who knows if they will do a better job but at least they are going to try.

        The charter specifies that North Miami is run as a manager/council form of government. What this means is that the city manager does, in fact, run the city. The elected officials are legislators, not managers. They do, however, have the authority to hire and fire a city manager by a simple majority vote.

        That being said, rarely will an elected official (of any city, not just North Miami) will make a motion to fire a city manager unless he or she knows the votes are in their favor. Right now, there are not enough votes to fire Larry Spring, and all of them know that. Believe me, Spring knows it, too, which is why he keeps Sorey as his second. Like Juriga, Sorey has managed to ingratiate himself with a majority of the council by taking advantage of his father’s legacy as well as his long history with the city.

        The mayor and council have absolutely no control over Michael Etienne whatsoever. His is an elected position, which is a major problem in North Miami. As we’ve already seen, Michael managed to get re-elected by making sure his last opponent was disqualified.

          How often does the city vote for City Clerk? So Michael Etienne has no one that can hold him accountable of his actions? And from what you are saying it looks like the city will be stuck with Juriga and Sorey until they retire. Their is no way these two are going to quit. They have it easy, living off the tax payers money while they do nothing. They are worst than the Trump kids. At least the Trump kids work, sure it’s for their millionair father but it is better that freeloading off the residents of North Miami whom don’t have much to begin with. No reason to respect Juriga and Sorey. They have done nothing to merit anything.

    I’ve known Commander Hollant for years now.I’ve admired him for his work ethic, his sense of responsibility and as a gentleman. I was shocked to hear that he falsified or lied in reporting the incident, I never believed it and I was right. Commander Hollant is of the best Policemen in our community.
