Stupid Paule Tricks, Act I

Once again, North Miami Beach Criminal Commissioner Paule Villard has proven that she’s literally too stupid to walk and chew gum at the same time.

Even worse, she’s being “advised” by her taxpayer-funded personal lawyer, City Attorney Hans Ottinot, whose lack of legal expertise is quickly becoming legendary.

All of this would actually be hilarious were it not for the fact that these two morons, along with assorted other imbeciles, are the faces of what was once a respectable municipality in Miami-Dade County.  North Miami Beach is now nothing more than a clown show.

In order to make it look like she’s actually doing something productive, instead of just hosting expensive parties and filming herself for Facebook Live videos, on the Agenda for the May 17, 2022 Commission Meeting, Paule sponsored a “Resolution“to express support” of an Ordinance that was already passed by the County Commission unanimously on May 3, 2022.

You know, elected officials who actually do the heavy lifting.

But, hey.

Paule now wants to “express strong support” for something someone else did.

According to a Miami Herald article published Tuesday afternoon, on March 1, 2022, the soon-to-be termed out Miami-Dade County Commissioner Jean Monestime sponsored a piece of last-hurrah legislation proposing a Tenant’s Bill of Rights designed to provide renters with certain rights and protections against unethical and predatory landlords, and to create an Office of Housing Advocacy to assist tenants with advice and resources they might need.

This County Ordinance doesn’t actually reinvent the wheel.  It simply “restates and incorporates by reference” several other County and State laws that are already on the books.  This Ordinance merely adds a middleman to help tenants navigate those laws, should they need assistance.

This middleman, a “designee of the County Mayor,” will head up a newly created department, adding yet another layer of government bureaucracy to the already bloated County payroll.

But, hey.

They gotta somehow justify all the taxes you pay, right?

Not to be outdone by all the press that Jean Monestime’s virtue-signaling Ordinance is grabbing, North Miami Beach Criminal Commissioner Paule Villard directed the equally dim-witted Hans Ottinot to prepare a “Resolution” to “express strong support” for the County’s Tenant’s Bill of Rights.

Since her “strong support” didn’t waste enough of your tax dollars, Paule also directed directed the stupendously incompetent City Manager, Arthur “Duke” Sorey, to jump on the County’s bandwagon and “provide temporary use of City facilities to Housing Advocates from Miami-Dade County to conduct educational forums about the Tenant’s Bill of Rights.”

Because the County’s $9,073,898,000 Budget is simply not enough to fund its own legislation.

Here’s the best part, though.

In the infinite wisdom of Paule, Hans, and Duke, a/k/a Team Stupid, her “Resolution” states:

WHEREAS, if the Tenant’s Bill of Rights would have been adopted prior the condemnation of the two buildings in North Miami Beach for unsafe conditions, the residents of those buildings could have sought protections under the Tenant’s Bill of Rights to force the landlords to make necessary repairs to the buildings before the buildings were deemed unsafe;

Except, that’s not even remotely true.

Aside from the fact that if cows had wings they’d fly, the two buildings condemned by the City for unsafe conditions were CONDOMINIUMS, not rental property, and a majority of the residents who were displaced by those condemnations were OWNERS, not renters.

If either Paule or Hans, or Duke for that matter, even bothered to read the County’s Ordinance before they concocted a “Resolution” to “express strong support,” they would have known that the newly created Tenant’s Bill of Rights does not protect “occupancy by an owner of a condominium unit.

As a matter of fact, even condominium owners are not personally responsible for repairs to the common area of the property since those owners are at the mercy of unscrupulous board members of condominium associations, which are regulated by the Florida Department of Business and Professional Regulation‘s Division of Florida Condominiums, Timeshares, and Mobile Homes, where complaints may be filed.

As a bonus round, the County’s Tenant’s Bill of Rights specifically excludes tenants in “housing owned by the United States government, State of Florida, or Miami-Dade County.”

Because even the government can’t protect you from itself.

But North Miami Beach Criminal Commissioner Paule Villard wants you to believe she’s actually doing something productive by sponsoring a Resolution to “express strong support” for someone else’s legislation.

Oh, boy!  Is her “community” in trouble or what?

Meanwhile, what Paule Villard has really been doing all this time is spending your hard-earned tax dollars as fast as she can on her re-election campaign and non-stop parties for her friends and family.

Literally.

  2. I will assume, from watching her at city meetings, that she’s not sponsoring any legislation on her own. You can see how little she contributes at the meetings and when she speaks, there is little, if any substance in her comments.

    1. She has never sponsored any meaningful legislation. The few items she’s put her name on are either “in support of” someone else’s idea or to give away money in a taxpayer-funded campaign event.

      The only resolution she came up with was to “censure” Barbara Kramer for completely false allegations made up in Paule’s twisted imagination in retaliation for a censure Barbara proposed against her for actual violations of the City Charter. Paule is one incredibly sick individual, and she needs to go!
