Three years ago we told you about Linda Joseph Noel, who appeared out of nowhere at a North Miami Beach Commission Meeting to defend then-Commissioner Michael Joseph’s “honor.”
Well, this B-movie actress is back, and this time she is running for a seat on the dais, despite the fact that she is a resident of Biscayne Gardens, an unincorporated 5-square mile area located in Miami-Dade County. Despite her claims that she lives in North Miami Beach, the truth is that Linda Joseph, a/k/a Linda Joseph Noel, a/k/a “Ada Charles,” is not a bona fide resident and is ineligible to run in that city.
In fact, this is a woman who lied about her own identity at her very first NMB sighting when she spoke during public comment at the May 16, 2023 Commission Meeting.
The City Clerk makes a list of individuals who sign up to speak at meetings and calls them in the order they give her their names.
At hour 1:19:33 of that meeting, the Clerk called “Ada Charles” to speak, and Linda Joseph, a/k/a Linda Joseph Noel, walked up to the podium. Right out of the box, she claimed, “I’m Linda Joseph. I’m not Ada Charles. She’s my sister. I’m Linda Noel.”
When the Clerk told her that the name “Ada Charles” was listed, Linda said, “I know, I signed in for her.”

Okay, so what’s up with that?
First, she gave the name “Ada Charles” as the speaker, then when she started speaking she said she was “Linda Joseph,” and in her next breath she claimed to be “Linda Noel.”
Furthermore, we did background checks on both Linda Joseph Noel and Ada Charles, and not only are they not sisters, they are not related in any way whatsoever.
Apparently, Linda Joseph, a/k/a Linda Noel, a/k/a Linda Joseph Noel, will lie about anything and everything at the drop of a hat.
Especially the part about where she actually lives.
For example, in her racist, and mostly incoherent, rant at the May 16, 2023 Commission Meeting, she actually said (at hour 1:20:55), “In the State of Florida, in 2010 in the Census [Bureau], ONE MILLION registered as a Haitian American. In the State of Florida. 58% live in the City of North Miami Beach.”
Except SHE FLAT OUT LIED!
According to the World Population Review, in 2010 there was a total of 380,005 Haitians in the State of Florida.
Last we checked, 380,005 is nowhere near ONE MILLION.
By 2024, the most recent data available on this site, there were a total of 520,017 Haitians in Florida.
Still not ONE MILLION!
According to ZIPatlas, the percentage of Haitians living in North Miami Beach is 22.54%.
Which is again, nowhere near the “58%” that Linda Joseph, a/k/a, Linda Joseph Noel publicly claimed.
Not even close!
Linda Joseph literally just made this up as she went along.
As for where Linda Joseph, a/k/a Linda Joseph Noel, really lives, one of the pieces of evidence we’ve gathered was taken from the membership page of the Miami-Dade Democratic Party website. Linda Joseph is listed as one of the representatives of District 7 on the list of Executive Committee Members.
According to the Miami-Dade County Open Data Hub, this is the current map of District 7, which is outlined with an aqua boundary line:
According to the first Campaign Treasurer’s Report that Linda Joseph, a/k/a Linda Joseph Noel, filed on April 10, 2026, she claims to live at 17071 West Dixie Highway, Apt. 516, North Miami Beach, Florida 33160.
Even if she really did live at that address — which we already know she does not — she would still be located outside the small section of North Miami Beach located within the District 7 that she represents.
Linda Joseph, a/k/a Linda Joseph Noel, is nothing but an opportunist and a fraud.
Considering how easy it is for her to lie about her own name at a public Commission Meeting, it’s no stretch that she would also lie about where she lives.
And when it comes to carpetbaggers, VotersOpinion takes no prisoners.

Ms. Joseph should be ashamed of herself, and so should the Miami-Dade Dems, who seem perfectly aware of what she’s up to and somehow still manage to look the other way. Not only that, but some of her so called friends have enjoyed her hospitality at that sprawling property of hers, the one known for hosting quite the parties.
So here is the question everyone is whispering but few are asking out loud:
Who exactly is paying for that rented apartment while her house sits empty?

We have so much dirt on this fraud, it will fill blogs from now until election day, if necessary. She will eventually get the message that North Miami Beach voters don’t take kindly to liars and cheats. Believe me, she is low hanging fruit.
Biscayne Gardens residents know big-mouth Linda Joseph well. She used to attend the monthly Biscayne Gardens Civic Association meetings, where she often spoke in praise of incorporating the unincorporated areas of Biscayne Gardens into a City. It was well known that she intended to become a senior staff member in the new city and collect a big, fat paycheck once it was incorporated after a special election. LJN led the misinforming of many residents about the cost of incorporating the City and the hidden reduction in the police force. Her tax millage numbers were bogus (4.0 vs. NMB 6.1), and she aligned herself with a gang of nefarious men whose signs and slogans were “White Man Don’t Want a Black City.” This is what LJN represents. We don’t need this in our City from a woman who is now falsely claiming NMB as her residency.
I remember those lies being told during the attempted Biscayne Gardens incorporation. I had not heard of Linda Joseph back then, but I am certainly not surprised. NMB is a diverse community that doesn’t need a Black Supremacist coming in and creating a racial divide.
