BEWARE! NMPD psycho, serial cyber-stalking cop Joseph P. Kissel is on the loose!

This a Public Service Announcement:  If you receive a random Facebook message or friend request from a person using the pseudonym “Jerome Douglas,” you should be aware that this is just one of the many pseudonyms being used by the recently promoted North Miami Police Commander Joseph P. Kissel.

You will recall that Kissel was accused of harassment and discrimination by several female police employees, creating a toxic environment among the staff, beginning with Crisis Intervention Specialist Natacha Jean-Francois, a Haitian-American female civilian employee of the North Miami Police Department.

Since February 8, 2017, Kissel has been obsessively cyber-stalking this blogger, as well as several residents of North Miami (and now North Miami Beach) via email and social media.  He first started using the name “Gean Francios,” while pretending to be a Haitian reader of VotersOpinion.

There is no such person by this name living in the City of Miami, as “Gean Francios” claims.  In this incarnation, Kissel bombarded this blogger with literally hundreds of critical, vicious emails.  It took our research team several weeks to uncover his identity, but once we did, his harassment increased exponentially.

While using a fake Twitter page he created under this name, Joey relentlessly tweeted North Miami resident Nancy Gonzalez in an attempt to defame this blogger, as well as the real target of his jealous fixation, North Miami Assistant Chief Neal Cuevas (screen shots available upon request).  When Nancy refused to bite, “Gean Francios” finally gave up and hasn’t tweeted since August 12, 2017.

Joseph P. Kissel probably has good reason to be insanely jealous of Neal Cuevas.

Although he joined the North Miami Police Department in 1983, Joey couldn’t get himself promoted to the next rank of Sergeant until 2012 –  28 years later.

Cuevas, on the other hand, joined the department in 1975 and became the SWAT Team Leader/Assistant Commander, as well as the highly visible Public Information Officer, 17 years later in 1992, and then made Sergeant a year later in 1993.  Cuevas then moved up the ranks to Lieutenant (a position now called Commander) in 2003, Major in 2010 and Assistant Chief in 2016.

Joey’s decades-long passionate hatred and insane envy of Neal Cuevas, which is commonly known among NMPD police officers, is a running theme in the literally hundreds of harassing emails he has sent me (and continues to send me) since February 2017, as well as his insane rants on social media.

From November 26, 2017 to March 10, 2018, Joey cyber-stalked me via emails using the alias “David Quarterman.”  Again, there is no such person.  This time, he never bothered to open any social media accounts, but merely bombarded me with more than 50 emails, mostly about his decades-long, obsessive envy of Neal Cuevas.

From March 16, 2018, Joey took on the identity of yet another straight, Haitian man by the name of “Ronald Clervil.”  Again, there is no such person.  While using this alias, he sent me 37 emails, mostly ranting about Neal Cuevas.

Again.

Joey’s next fake identity was “David Estreval.”

Once again using a fake identity as a straight, Haitian man, “David Estreval” claims to live in Miami Lakes, and work in the “Retail Compliance” department at the “City of Miami Lakes.”  For one thing, there is no such “City of Miami Lakes,” and for another, there is no “Retail Compliance” department in the Town of Miami Lakes.

As “David Estreval,” Joey sent Facebook friend requests to many North Miami residents, none of whom apparently had a clue who he was.  Councilman Scott Galvin, however, believed that “David Estreval” was a real person and initially took him seriously.

Councilman Alix Desulme, however, was not amused.  Upon learning “David Estreval’s” true identity, he immediately called for a meeting with City Manager Larry Spring and Police Chief Larry Juriga, who feigned total ignorance, and advised them that “David Estreval” was a North Miami cop (without mentioning Joey by name), and demanded that it stop.

Joey immediately stopped harassing Alix Desulme after that meeting took place.

Funny how that worked.

Posing as “David Estreval,” Joey also made a derogatory comment about Councilwoman Carol Keys on an April 12, 2018 Keystone Point Homeowners Association Facebook page.  Here is a screen shot of that comment.

His comments have since been removed.  Apparently the administrator of that Facebook page caught on to the scam.

Joey retired that alias and moved on to his current identity, “Jerome Douglas,” who of course does not exist.  Except in the twisted mind of Joey Kissel, who created a Facebook page for him on or about May 25, 2018, when he also sent another round of harassing emails to me.

This time, however, Joey has stepped up his attack by emailing North Miami Beach former Councilman, and current Commission candidate, David Templer, again slandering Neal Cuevas.

He also began cyber-stalking, via Facebook messaging, Hallandale Beach Commissioner Anabelle Lima-Taub, and North Miami residents Jim Garrett and Laura Hill, among others, in an attempt to discredit this blogger.  Joey’s “Jerome Douglas” also Facebook messaged North Miami mayoral candidate Hector Medina, threatening his daughter!

This past week, “Jerome Douglas” also sent Facebook friend requests to David Templer, as well as North Miami Beach Commission candidate Michael Joseph.  He’s also done the same to several others that we are aware of.

On September 26, 2018, Joey assumed yet another fake identity.  In the last nine days, “Carlos Gomez” he has bombarded me with 20 harassing emails … most of them viciously attacking Neal Cuevas.

It will be interesting to see what alias he comes up with next.

In the meantime, be aware that Joey Kissel has used fake identities long before he began his psychopathic cyber-stalking.

It started innocuously enough as a public records request via email on August 7, 2016 by calling himself “Gerard Brown,” for all documents related to Neal Cuevas (whom Joey insists on calling by his middle name, Efrain).  In this email, Joey copied the Mayor and Council, Manager and Deputy Manager, 14 police department employees (including his real identity, Joseph Kissel), as well as the Professional Compliance Bureau at the Miami-Dade Police Department.

The City fulfilled this public records request by supplying every single complaint filed against Cuevas since 1977, including Internal Affairs investigation files, none of which were ever substantiated or sustained.

Keep in mind the year 1977, which will prove to be important in a moment.

Using yet another alias, “Santiago Martinez,” Joey sent an email on June 16, 2017, to the City Manager, Deputy City Manager, Mayor and Council, NMPD Internal Affairs Sergeant Diana Roman, and once again, the Professional Compliance Bureau at the Miami-Dade Police Department, to congratulate the City Manager for the firings of Police Chief Gary Eugene and Commander Emile Hollant.  By the time he authored this email, Joey had already been cyber-stalking this blogger for four months.  This email was one of the few times in which Joey refrained from even mentioning Neal Cuevas.

His restraint didn’t last long, however, because 13 days later on June 29, 2017, Joey created a new persona, “Arty Amor,” and sent an email blast to 107 individuals, including city officials and police department employees, viciously attacking Assistant Chief Neal Cuevas, as well as this blogger.  He also attached the public records regarding Cuevas that “Gerard Brown” (a/k/a Joey Kissel) previously received.

Shortly after Joey’s defamatory emails failed to achieve his ultimate goal, which was to get Neal Cuevas fired, or at least demoted, he stepped up his cyber-stalking rampage against this blogger, and created his first fake social media identity.

We told you to keep in mind the year 1977 for a reason.

On January 6, 2018, VotersOpinion wrote about how the North Miami Police Department stymied our December 1, 2017 public records request for “copies of all [Joseph Kissel’s] internal affairs files, whether open or closed, past or present, any notes, memos, findings of criminal and/or administrative investigations and/or any documents pertaining to corrective discipline that may be stored anywhere in the police department or personnel department.  I am also requesting proof of any college degrees, specifically associates and/or bachelor degrees.”

We reported:

What we did receive on December 18, 2017 was an “NMPD INTERNAL AFFAIRS CASE LOG,” listing two old cases filed against Joseph Kissel.  The first was a complaint dated September 25, 2000 filed by Joey’s ex-wife for allegations of “Child Abuse,” and the second dated July 7, 2003 filed by former Police Chief Gwen Boyd for allegations of “Improper Affiliation.”  (We can only guess what that  means.)

Both investigations were conducted by now retired North Miami Police Officer (and loyal “Illuminati” member) Joseph A. LaPorte, and both were deemed to be “Unfounded.”

That was all the information we received.  No attachments, no copies of the complaints, no case summaries, no interviews, no disposition panel findings … nothing.  Zip, zilch, nada!

After a series of emails back and forth with the clerk’s office, we were eventually given the explanation that “the documentation of the IA investigations presented on the attached log no longer exist due to State Retention Schedules.  IA investigations fall into the category of “Disciplinary Case Files: Employees, Item #98″ for which the retention schedule is 5 anniversary years after final action.  Both IA investigations presented on the attached log are from the early 2000s.”

We verified this response with the Florida Department of State’s Division of Library and Information Services, and after checking with the North Miami City Clerk again, we were told, “there are no copies of any Final Action Summaries from the years 2000 and 2003.”

And yet, somehow, someone at City Hall managed to come up with all of Neal Cuevas’ records, including “Final Action Summaries” from the year 1977!

Well, isn’t that interesting?

Obviously, the corrupt members of Larry Juriga’s “Illuminati” look out for their own.

While the North Miami Police Department managed to scrub all of Joey Kissel’s “Final Action Summaries from the years 2000 and 2003,” on or before the date we made our public records request for them, they made sure to retain all the records regarding Neal Cuevas, who has never been one of Juriga’s cronies, intact since 1977 just in case someone asked for them.

Even with all the scheming Joseph Kissel did to have Chief Eugene fired, Assistant Chief Neal Cuevas demoted, Juriga appointed as Chief, and himself promoted, his insane jealousy of, and obsession with, Neal Cuevas continues unabated.

Then again, what can you expect from a cop who put his own wife and children through a harrowing 12-year divorce after she discovered he was secretly gay and having an affair with a man?

What can you expect from a cop who steals cars and kidnaps children?

What can you expect from a cop who has assumed nine (9) fake identities, and counting, for the sole purpose of attacking the main object of his twisted obsession, Assistant Chief Neal Cuevas?

For all his false bravado, NMPD’s Joseph P. Kissel is nothing but a coward.

Obviously, none of this happened in a vacuum.  Don’t think for one minute that the insane cyber-stalking by psycho cop Joey Kissel did not have the blessing of his crony, Larry Juriga, and the rest of the corrupt members of the North Miami Police command staff.  With the help of Deputy City Manager Arthur “Duke” Sorey, a childhood friend of Juriga’s, the entire police department, including its Internal Affairs unit, has become one of the most corrupt law enforcement agencies in Miami-Dade County.

Why, you may ask, are we finally exposing the sick behavior of Joseph P. Kissel?

Well, for one thing, we wanted to be the first to expose this psycho, serial cyber-stalking cop, who has been given free reign to wreak havoc on this blogger, as well as many North Miami residents.

For another, we wanted to alert unsuspecting North Miami residents about the dangerous individual in their own police department who wears the badge and carries a gun.

As we all know, it’s practically impossible to bring down one corrupt cop, let alone an entire corrupt police department.

But we vow to never stop trying.

North Miami residents deserve better!
