The Biggest Losers in the Aftermath of the North Miami Beach Special Election

It must really suck to be Paule Villard right now.

The third time was definitely not the charm for the insanely corrupt (and just plain insane) ex-Criminal Commissioner Paule Villard, who lost her bid for re-election on November 6, 2022, lost again in the November 22, 2022 run-off, and then lost her chance on Tuesday to be “the First Black and Female Mayor,” as touted by the hateful race baiters of South Florida.

After nearly two months of bombarding North Miami Beach residents with trash talk, fake newsletters, fake social media posts, and general dumbf*ckery, the Facebook page of the non-existant “Nonprofit organization,” NMB Truth is deadly silent.

The award for Best Post That Didn’t Age Well goes to:

The only history made on Tuesday was Paule’s getting crushed at the polls for the third time in a row.

No doubt, Criminal Candidate Paule Villard is The Biggest Loser!

And, yeah, we’re gloating.

Second in line as Loser of the Day is none other than Criminal Commissioner Michael Joseph.

Despite his denial of culpability, make no mistake, the cowardly Michael Joseph and his “anonymous” surrogate army was behind this pro-corruption campaign to elect ex-Criminal Commissioner Paule Villard for mayor.

As we’ve exposed time and time again, Michael Joseph creates discord and destruction behind a mask of anonymity, using various aliases, as he files frivolous complaints against his political enemies, reports social media posts by residents who supported now-Mayor Elect Evan Piper, and spreads lies and invents rumors under the guise of “public service” with absolutely no evidence to back up his ludicrous fake claims.

We can just picture Michael sulking and throwing one of his infamous temper tantrums right about now as it starts to sink in that none of his diabolical plans for his future and your money will come to fruition.

Also-rans in the Loser category are Michael’s co-conspirators on the dais, Criminal Commissioners McKenzie Fleurimond and Daniela Jean.

These two frauds, who are unemployable in the private sector, will now have to make ends meet from their “paltry” taxpayer-funded incomes that will afford neither one the opportunity become homeowners or live like royalty for “free” as they chow down at the public trough.

McKenzie and Daniela now have the added stress of knowing that their good fortune may only last until next November’s election when they will be at the mercy of North Miami Beach voters, who are already thoroughly disgusted with these greedy leeches.

And, yes, we will do everything in our power to ensure that they suffer the same fate as the vile Paule Villard.

Then there are the parasitic freeloaders posing as “consultants” and “lobbyists,” who have been campaigning for Paule and covertly donating to dark money political committees in the hopes of finally getting their chance to suckle at the North Miami Beach government teat.

And by suckle, we mean plunder taxpayers of every last one of their hard-earned dollars.

These charlatans include the likes of Hans Ottinot, Andre Pierre, Mary Estimé-Irvin, Lesly Prudent, Larry Spring, Jeffy Mondesir, and other North Miami grifters who regularly steal tax dollars from that City’s residents.

All of these losers are in mourning today over their collective loss.

The WINNERS, of course are every single resident of North Miami Beach, who will now have a working, fiscally responsible local government.

Unless, of course, the three Criminal Commissioners again figure out a way to bring City business to a screeching halt for another year.

Yes, another year!

Because of the three Criminal Commissioners, North Miami Beach residents have not had a full, seven-member City Commission meeting since Paule Villard lost her bid for re-election on November 22, 2022, with one exception.

Michael Joseph finally showed up for the March 21, 2023 meeting, but only because he was already in trouble for missing Commission meetings for more than 120 days.

Other than that one meeting, there hasn’t been a full Commission Chamber in over a year!

  • Beginning with the swearing in ceremony for newly elected Commissioners Phyllis Smith and Jay Chernoff, and re-elected Commissioner Fortuna Smukler on December 1, 2022, Michael and McKenzie refused to attend.
  • Michael also boycotted the December 20, 2022 meeting.
  • All three Criminal Commissioners boycotted the January 17, 2023 and February 21, 2023 Commission meetings, leaving the government without a quorum to conduct business.
  • Daniela also refused to attend the April 18, 2023 and April 27, 2023 meetings in defiance of a Court Order that all Commissioners attend every meeting.
  • Michael also boycotted the April 27, 2023 meeting along with Daniela in defiance of that same Court Order.
  • Michael Joseph also refused to attend the May 16, 2023 meeting, again defying the Court Order.
  • Since the former Mayor was suspended in May, the June 20, 2023, July 18, 2023, August 19, 2023, and September 19, 2023 meetings have been attended by only six members of the City Commission.
  • Only six Commission members attended the October 17, 2023 meeting, with Michael and McKenzie showing up after roll call, and only six again on October 26, 2023.
  • And finally, there were only six present at the September 13, 2023 and September 27, 2023 Budget Hearings, with the exception of Acting Mayor Jay Chernoff, who attended the Second Hearing by video.

Don’t be surprised if the three Criminal Commissioners are plotting this very minute to shut down your government again until next November’s election.

After Michael Joseph and ex-City “Attorney” Hans Ottinot successfully pulled some strings to have the former Mayor suspended from office, a Special Election to fill the position was supposed to have been “held not less than 35 days nor more than 90 days after such vacancy has occurred,” according to Sec. 4.5 of the Charter for the City of North Miami Beach.

Since the Mayor was suspended on June 5, 2023, the Special Election date should have been set for no later than September 3, 2023.

However, on July 18, 2023 the three Criminal Commissioners voted against holding a Special Election for Mayor on October 10, 2023, which was the first date the Miami-Dade Elections Department was able to do so.

Michael Joseph wrongly — and hilariously — protested that the date of October 10th was “out of Charter,” and insisted that the Commission had the power to appoint a mayor without having to hold an election.

Never mind that the City was already “out of Charter” by the very fact that Sec. 2.2 requires that “[t]he City Commission shall be composed of seven members, elected as herein provided, one of whom shall be the Mayor.”

Nevertheless, the July 18, 2023 meeting ended without a date being set, and the three Criminal Commissioners were able to delay the Special Election.

At the August 19, 2023 Commission meeting, the three Criminals also voted against the second proposed date, November 7, 2023, and then bullied Jay Chernoff, Fortuna Smukler, and Phyllis Smith into agreeing on December 5, 2023 — or have no election at all!

When pressed to answer why they wanted to wait so long to elect a Mayor, the Criminal Commissioners refused to answer.

We believe, however, that we figured out why they were deliberately stalling, and we’re willing to wage a gentleman’s bet that we’re right.

For starters, they first needed to find a puppet candidate willing to hold the title of Mayor in name only but take orders from Andre Pierre, the corrupt ex-Mayor of North Miami, who had already announced that he “owned” North Miami Beach.

We hear they originally set their sights on one Tamara Philippeaux, who owns the property in North Miami Beach where Andre Pierre’s wife held a fundraiser for Paule in her failed bid for re-election in November, 2022.

Tamara, however, did not actually live in that house, and had not established residency for at least a year prior to any election, as required by the City Charter.

We also hear that she has done so now, and is planning to run for office in North Miami Beach next November.

So many shady characters, so little time!

Another reason they wanted to delay the election date, as we previously reported, had to do with the two shady dark money political committees (PACs) that funded Paule’s campaign, South Florida Accountability Project and Hispanic Vote of Broward County.

According to the 2023 Calendar of Reporting Dates, Florida political committees were required to file campaign finance reports monthly until June 30, 2023.  Beginning July 1, 2023, the reports are filed quarterly.  Both of these dark money PACs filed their September 30,  2023 reports, but they will not be required to file their next finance reports until December 31, 2023.

The Big Development-funded South Florida Accountability Project still had $97,262.45 on hand at the end of the third quarter, but Hispanic Vote of Broward County only had $2,805.84 left.

If the North Miami Beach Special Election had been held on October 10, 2023 as originally planned, the first PAC, which was formed on August 15, 2018, would still have plenty of funds to help whatever Criminal Candidate that Michael, McKenzie, and Daniela would be able to scare up.

But, the bush league Hispanic Vote PAC — formed by a Tamarac political operative — is funded mostly by random political operatives and has only raised $29,980 in its nearly 4-year existence.  There was literally nothing left in its war chest to spend on a Criminal Candidate’s campaign.

Even more importantly, however, by delaying the Special Election another month or, preferably two, the Criminal Commissioners and their fellow Circle of Corruption members would be able to freely contribute to these two dark money PACs without being exposed until after the December 31, 2023 campaign finance reporting deadline.

Aside from the literal crumbs that Andre Pierre and ex-City “Attorney” Hans Ottinot threw at Paule’s campaign, as reflected in her final pre-Election Day Campaign Treasurer’s Report last Friday, the real windfall of donations from a certain filthy rich, greedy developer and Ottinot’s cronies in the Haitian Lawyers Association will not be made public until a month later.

Even we have to admit this tactic is diabolically ingenious.

Then again, as always, the Devil on the Dais is the manipulative mastermind behind this entire evil plot.

We will, of course, keep a watchful eye out for those campaign reports and let you know exactly how much — and who gave — all the dirty PAC money that funded those fake texts and deceptive mailers you were bombarded with in the last few weeks.

We’ll also let you know if we won our gentleman’s bet.

In the meantime, the Winners of the 2023 Special Election are Mayor-Elect Evan Piper, all the City employees, and every single resident in the Great City of North Miami Beach!

  1. Remember this was the fourth time! The first was a when she lost to Marlen Martell. Unless you meant this was her third time losing.
