Another dark money (and shady AF) PAC “endorses” Paule Villard

North Miami Beach voters are being bombarded with texts and mailers from an alleged political committee called “The Hispanic Vote PC,” urging them to vote for criminal candidate Paule Villard for mayor.

For one thing, the people pictured in the photo are not North Miami Beach cops.

In fact, they’re not cops at all, but paid actors.

A Google image search revealed that it’s merely a stock photo that has appeared on dozens of articles all over the world.

This image is even on a $6.99 key chain sold on Amazon.

As for the PAC, a search of the Committee Database on the Florida Department of State, Division of Elections website turned up nothing.

So we got a little creative and searched “The Hispanic Vote PAC,” and still nada.

We got even more creative and did a search of the address, 888 SE 3rd Avenue, #400-D, Ft. Lauderdale, FL 33314, and we found it was located in a commercial condominium building consisting of 14 units.

Suite 400-D is owned by a Florida Limited Liability Company, Andrew Ellis Jude, LLC, the owner and registered agent of which is one Michael Garcia.  This company was formed in 2019 and it purchased the office condominium by Warranty Deed on January 22, 2020.

While “Andrew Ellis Jude” is a fictional name, Michael Garcia is an actual human who happens to be a lawyer who was admitted to The Florida Bar on January 8, 2011.

On his website, Michael Garcia claims to be the “current Chairperson” of “The Hispanic Vote PAC,” which doesn’t exist.

So we did a search for Chairperson Michael Garcia on the Committee Database and found that the political committee is actually named Hispanic Vote of Broward County.

He formed this committee on January 2, 2020, and received his first Audit Letter on March 11, 2020, advising him that “one or more campaign reports are incomplete.”

And his second Audit Letter on March 26, 2020.

And another one on April 13, 2020.

And another one on April 27, 2020.

And yet another one on April 28, 2020.

On May 12, 2020,  Hispanic Vote of Broward County finally sent a Response to Audit Letter, feigning ignorance about how to file reports, and signed by one Liza Erazo, Treasurer.

By September 28, 2020, the PAC received a Late Report Letter.

And by October 5, 2020, it received yet another Audit Letter.

Meanwhile, on September 25, 2021, Treasurer Liza Erazo resigned (we can’t imagine why), and on October 13, 2021 Michael Garcia appointed himself as Treasurer.

His campaign finance woes didn’t end with her resignation, however, because the Division of Elections letters kept right on coming.

On January 27, 2023, the Florida Elections Commission filed a Consent Final Order against Hispanic Vote of Broward County for multiple campaign finance violations and fined the PAC $250.00.

And yet, the PAC received three more letters until July 10, 2023 when a Fine Final Notice assessed the PAC a fine of $250.00.

This irresponsible campaign reporting by Michael Garcia and/or his Treasurer, Liza Erazo, continued as the PAC received a total of 27 Audit, Late Report, and Fine Letters since its inception through July 10, 2023.

Seems legit, right?

Now let’s take a look at all the contributions and expenditures that Michael Garcia had such difficulty keeping track of because, as we all know …

From February 3, 2020 through October 31, 2022, Michael Garcia’s Hispanic Vote of Broward County collected $29,980.00.

One of its contributors is the racist, misogynist Clown Commissioner of Tamarac, Marlon Bolton, who is currently under investigation for shady dealings involving the corrupt ex-North Miami Beach City Attorney Hans Ottinot, a/k/a #StripMallLawyer.

Well, you know what they say about birds of a feather.

More on that relationship in a moment.

The largest contributor to Hispanic Vote of Broward County was a so-called “non-profit” called Truth & Justice Inc.  This company was in business for about five minutes — long enough to cough up a $10,000 donation, a/k/a Dark Money.

Truth & Justice Inc. incorporated on August 31, 2021 by one Gary Eugene Beasley, with a registered address of 1400 NW 95 Street, Miami, FL 33147, an apartment complex in the Little River neighborhood called “Flamingo Gardens.”

According to our research Mr. Gary Eugene Beasley never resided at that address.  He has, however, lived at three different Miami addresses since 1995, none of which he has owned.  He was arrested for second degree murder in 1998, forgery in 2001, and resisting arrest twice in 2001.

He does not appear to have a job, yet somehow he miraculously came up with $10,000 to fund a shady PAC.

Seems legit.

According to Hispanic Vote of Broward County’s campaign report, Truth & Justice Inc. was registered as a 501(c)(4) Social Welfare Organization.  However, it never filed for an Employer Identification Number (EIN), which is required to file a Form 8976 Notice of Intent to Operate Under Section 501(c)(4).

So where did that dark money $10K donation come from?  It’s anyone’s guess.

Truth & Justice Inc. never filed its 2022 Annual Report and was administratively dissolved on September 23, 2022.

Michael Garcia’s Hispanic Vote of Broward County did not receive any contributions from October 31, 2022 through and including September 30, 2023 when he filed his most recent campaign report with the Florida Division of Elections.

From February 4, 2020 to May 19, 2023, Hispanic Vote of Broward County spent $27,174.16, of which $2,684.45 was to Tropical Acres Steakhouse for “monthly meetings .”

At the present time, this PAC has only $2,805.84 left in its war chest.

We won’t know if Hispanic Vote of Broward County has received any more contributions until the next report is filed.

We do, however, know that no “monthly meetings” at Tropical Acres Steakhouse have been held since last August.

We also know that Michael Garcia has close ties to the City of Tamarac, the third member, along with North Miami and North Miami Beach, of the evil triumvirate known as the Circle of Corruption.

In a May 3, 2021 article, REDBROWARD revealed that Michael Garcia applied for the position of Tamarac City Attorney, but “failed to tell the City Commission he recently represented the wife of Marlon Bolton.  Broward County Court records show Michael Garcia filed a lawsuit on behalf of Carla Tyson-Bolton in July 2020.”

REDBROWARD also revealed in an earlier article, that Michael Garcia teamed up with North Miami political player Anthony Bonamy to form “the Small Business Alliance PAC in January 2019.”

The article continued, “Bonamy was named as treasurer.  After receiving numerous ‘fail to file’ campaign finance records warnings, Michael Garcia told the Division of Elections neither he nor Bonamy had the ‘time to properly maintain’ the political committee.  It is unclear if the committee raised or spent any funds before disbanding.”

Sound familiar?

Unlike Michael Garcia’s Hispanic Vote of Broward County, this political committee only received $200.00 in start-up contributions, and never spent a dime of it before going belly up exactly one year later.  The $200.00 donation has never been accounted for.

Until now, every single expenditure by Hispanic Vote of Broward County was spent in Broward County, which leads us to ask the following questions:

  • Why did Michael Garcia suddenly get involved in a North Miami Beach election?
  • Did Tamarac’s City “Attorney,” Hans #StripMallLawyer Ottinot, have anything to do with it?
  • How much money has Michael Garcia’s Hispanic Vote of Broward County received since October 1, 2023?
  • Who is really funding Paule’s campaign using Michael Garcia’s dark money PAC?

Unfortunately, we won’t know any answers until Michael Garcia files his next campaign report for the period of October 1, 2023 through December 31, 2023, which is not due until January 10, 2024, according to the Florida Division of Election’s 2023 Calendar of Reporting Dates.

By the time the public finds out who is really funding Paule’s shady campaign, the election will be long over.

And that, my friends, is how dirty, dark money elections work.

ATTENTION NORTH MIAMI BEACH VOTERS

      1. Hans will do anything to get Paule elected so he could have his old job back. If that happens, you all are screwed. It’s up to the NMB voters to make sure that doesn’t happen. Please get the word out and get the vote out!

This is allegedly why Paule is not reporting any campaign contributions and/or expenses as these political action committees (PACS) are using ‘dark money’ sources in supporting the election of Paule Villard as NMB mayor. All NMB citizens must come out and vote for Evan Piper as NMB Mayor on December 5 to save their city from grifters and freeloaders.

    1. She is also not reporting contributions and expenditures for an ad that was distributed and attributed to the “Paule Villard” campaign, which is a campaign violation.

      Let the complaints begin!

  3. Your sleuthing is top notch! Yes, we in Tamarac suffer these criminals, as the whole web of deceit and criminal activity reaches far. I really hope we get both cities straightened out, and everything in between the corruption is palpable.

    1. If NMB residents want a City free of corruption and unethical characters, they better get out the vote for Evan Piper on December 5, 2023. The mere thought of the despicable Paule Villard as mayor is an unthinkable disaster.

      I don’t know what will help fix Tamarac’s woes, but I can tell you that civic engagement will go a long way to ridding your City of criminals and grifters. Keep doing whatever it takes to educate the residents about what’s going on at City Hall.

    An astute reader alerted me to a few “anonymous” posts where the commenter said each time “Make NMB Great Again.” I didn’t really pay attention at first, but then it became clear that you were baiting me. I deleted your posts, but now I know what you’re up to. The same way you sent out fake texts claiming that Jay Chernoff was a “MAGA Republican” when Criminal Candidate Paule Villard was running last year, you’re going to try to pull that nonsense again.

    Michael Joseph, you are a duplicitous asshole and everyone knows it. No one but the morons in your echo chamber can stand you. Ditto for Paule, who is literally the dumbest person on the planet. Consider yourself outed once again.
