Poking the Bear, Part I

Sit back and relax, and prepare to be entertained by a tale so insane, it defies reality.

We already know that Paule Villard is the most corrupt politician to ever occupy a seat on the dais at North Miami Beach City Hall.

We also know she’s one of the stupidest people to ever walk planet earth.

And, as we’ve already proven, Paule Villard is a racist and a liar.

What you probably didn’t know is that she’s certifiably insane and should never be allowed in public unsupervised.

To understand the warped depravity behind such a loathsome creature, you need to understand that everything she knows about local politics she learned from her mentor, the equally loathsome Ex-Commissioner/Current Convicted Felon Frantz Pierre.

By way of background, Li’l Frantzie P, as we fondly dubbed the reprehensible miscreant, was first elected in 2007, which was also the last time he legitimately won the seat without the “help” of dirty political tricks and, of course, rampant absentee ballot fraud.

During the May 3, 2011 Election Frantz was challenged for his seat by Ketley Joachim and Michael Joseph Casey.  By that time, his odious reputation was becoming too well-known for his comfort, and he needed to find a way to knock the competition out of the race.

Frantz had already bullied then-City Clerk Pamela Latimore to disqualify Michael Casey on a bogus “technicality,” forcing Casey to file a lawsuit against the Clerk and the County Supervisor of Elections to be placed on the ballot, which he won.

Frantzie then targeted his other opponent, Ketley Joachim.

Back in those days, the Eastern Shores Property Owners Association (ESPOA) hosted candidates’ forums at the Eden Isles Condominium during election season, which were well attended.  That year the forum was held in the second week of April.

On April 5, 2011 he fabricated a story that Ketley had attacked his “wife,” then marched into the North Dade Justice Center to file a bogus petition for a restraining order in an attempt to keep Ketley from attending the forum.  Ketley was permitted to attend as long as she stayed far away from Frantz.

Several days after the forum on April 19, 2011, Frantz dropped the petition.

Funny how that works.

Frantz went on to “win” the 2011 election in a run-off, and eventually dug up Paule Villard from obscurity and recruited her to run in 2015 in an effort to have a co-conspirator on the dais.

Despite faux protestations from Frantzie’s apprentice, the two of them ran identical campaigns, right down to their Twin Campaign Mailers.

Paule lost that year, but that should have been the first clue that Paule Villard was a pathological liar.  Of course, we exposed her flagrant duplicity, so voters can’t say they weren’t warned.

She ran again in the November 6, 2018 Election, and unfortunately, in the November 20, 2018 Run-Off against Jay Chernoff, in which only 2,765 of the City’s 23,035 registered voters bothered to cast a ballot, she “won” the seat with only 1,746 votes, or less than 7.5% of the electorate, which is a sad commentary on today’s public engagement in North Miami Beach.

By then, she had had plenty of time to learn from her mentor, Convicted Felon Frantz Pierre, who passed on to her his little bag of corrupt political tricks.

Paule was apparently a model student.  In the nearly four years since she’s been in office, she has learned how to lie through her teeth, abuse her position, misuse public resources, break multiple state laws, and violate the city Charter, among her many other corrupt activities.

Frantzie must be so proud of his unscrupulous protégé.

In fact, Paule just recently emulated her corrupt mentor by fraudulently petitioning the Miami-Dade County Family Court for a restraining order against yours truly.

In her frivolous Petition for Injunction for Protection against Stalking Violence dated March 16, 2022, Paule Villard made the most outrageous, and 100% false, allegations against this blogger.

Although the Judge immediately entered an Order Denying Petition for Temporary Injunction literally three hours after it was filed, because I posed such an “immediate threat” to Paule, a hearing on her frivolous Petition was scheduled for April 1, 2022 — sixteen days later.

Seems legit.

A total of four hearings took place over the next eighteen days, during which Paule’s lawyer kept insisting that she was in fear for her life and pleaded with the Judge to stop me from all the “violent stalking” that I had never done in the first place.

But, whatever.

For a total of nine hours over the course of four hearings, Paule’s lawyer, Nixon Laroche, not only told the same lies about me over and over, he even committed perjury by misleading the Court.

On the record.

For which there will be consequences.

Just saying.

In the same way that Paule Villard has made a mockery of local government, she has now made a mockery of the justice system.

The excellent news is that Judge Christine Bandin dismissed her frivolous Petition due to “No Just Cause.”

But not before all of Paule’s lies were exposed and entered into the permanent public record of the Domestic Violence Division of the Eleventh Judicial Circuit Court in and for Miami-Dade County.

We won’t rehash the entire nine-hour proceedings here — we’ll save that for another, more official venue.

Let’s just say it was nine hours I’ll never get back.

For now.

In the meantime, let’s briefly discuss a few of the key points of Paule’s frivolous Petition, the repercussions of which we gleefully promise will come back to haunt her in the months to come.

First of all, although Paule was represented by her own personal lawyer, she also had the unethical, unprofessional, and incompetent North Miami Beach Interim City Attorney Hans Ottinot sit in on all four Zoom hearings as an “observer.”

At the time of the proceedings, Hans had already been ripping off North Miami Beach taxpayers for over a year to the tune of $55,000 a month for his “legal” services.  According to his contract, however, Hans can charge the City additional fees for “matters excluded from general services” at a “reduced hourly rate of $250.00.”

However, because Paule filed her frivolous Petition as a private citizen and not in her capacity as an elected official, Hans Ottinot had no legitimate City business “observing” these ridiculous hearings.  That didn’t stop him.  Taxpayers can be expected to be billed an additional $2,350.00 just to babysit Paule.

On a side note, at the last Commission meeting on April 19, 2022, Hans was named permanent City Attorney and given a 9.2% raise.  He is now making an obscene $60,000 a month, courtesy of North Miami Beach taxpayers with a median household income of $46,781 a year.

But that’s a tale for another day.

In her frivolous Petition, Paule falsely declared under penalty of perjury, that she is a victim of “stalking” and alleged that I:

  • Committed stalking;
  • Previously threatened, harassed, stalked, cyberstalked, or physically abused the Petitioner;
  • Threatened to harm the petitioner or family members or individuals closely associated with the petitioner;
  • Another order of protection issued against him or her previously from another jurisdiction.

In Paule’s deranged mind, it’s entirely possible for me to “stalk” someone I have never met in my entire life …

In a city I haven’t physically visited in over two years …

And threatened to harm someone I’ve never even called, emailed, or texted …

Apparently, I did all that “stalking” telepathically.

From another County.

Twenty miles away.

Paule also falsely declared under penalty of perjury that I have already been under a restraining order that exists only in her troubled imagination.

And, contrary her repeated whining to the Judge, making requests for public records is also not “stalking.”

What set Paule off on this delusional rampage is her allegation that “the Respondent [that’d be me] posted images of the Petitioner, a public figure, in a bathing suit while at a hotel on her blog.”

Misplaced modifiers aside, Paule and her lawyer kept insisting that I personally took those photos of her, even though she never actually saw me since, well, I didn’t take them.

They were both adamant that absolutely no one would ever send photos to me anonymously, even though I regularly receive documents from anonymous sources via text, email, and even snail mail with no return address.

They also kept insisting that Paule had been at a “private venue” in the photos, and that the photos were taken “close up.”

Both statements were complete fiction.

The Seminole Hard Rock Hotel & Casino pool is hardly a “private venue,” and if someone had been taking “close up” pictures of her, she would have seen that person.

In fact, the original pictures I was given appear to have been taken with a telephoto lens, most of which included several other random hotel guests who were gathered around the pool.  In Paule’s simple mind, the photos may have appeared to be taken “close up,” but that was certainly not the case.

In fact, out of respect for those random people who, unlike Paule, are not public figures, I cropped out their images before posting the photos on my blog.

Paule also alleged in her frivolous Petition that “Respondent constantly harassed the Petitioner during her campaign for office in 2015.”

By “harassed,” she meant I wrote mean things about her.

She also alleged that “Respondent regularly [sic] on social media platforms that the Petitioner is a criminal; often using derogatory terms.”

Once again, she’s apparently still upset that I write mean things about her.

Then Paule got really creative — and by “creative,” we mean, she totally made shit up — by alleging that “Respondent has made approximately 40 false complaints to the Dade County and Florida Ethics Commissions; all of which have been found to be non-­credible.”

I countered with the FACT that, counting her first unsuccessful run in 2015, I had filed a total of nine (9)not 40 — legitimate — not false — complaints with various agencies.

Of those nine complaints:

  • Two resulted in Paule’s being fined $100 and $500, respectively.
  • One was withdrawn within days of filing.
  • As is the case with the vast majority of ethics and elections complaints, three were dismissed for either lack of jurisdiction or no probable cause.
  • At the time of the hearing, three complaints were still pending, two of which were just dismissed today by the Miami-Dade Commission on Ethics & Public (dis)Trust, which has now decided that Paule’s lying about still being Vice Mayor for five months after her temporary gig expired was an “unintentional gaff [sic],” and that her voting on legislation that benefits her daughter who she didn’t disclose was a City employee, because … nothing to see here, folks, move along.
  • One more complaint is still pending, but we expect a similar result for pretty much the same comical reasons.

In any event, Paule’s gross exaggeration that I filed 40 “false” and “non-credible” complaints against her was just a flat out lie.

No surprise there, considering the source.

By far, the most idiotic allegation in Paule’s frivolous Petition was that “the Respondent makes numerous public records request [sic] regarding the Petitioner, and questions actions and proposals made by the Petitioner in her official capacity.”

The fact that Criminal Commissioner Paule Villard doesn’t understand how Florida laws work could explain why she breaks so many of them.

Unfortunately for Paule, Chapter 119 of the Florida Statutes and the Constitution of the State of Florida guarantees the rights of every citizen to access public records.

In addition, Florida Statute 112.3213 specifically provides “that the operation of open and responsible government requires the fullest opportunity to be afforded to the people to petition their government for the redress of grievances and to express freely their opinions on executive branch action.”

Then, of course, there’s that whole First Amendment to the Constitution thing that Paule and her lawyer so desperately tried to convince the Judge to ignore.

The same First Amendment that gives me the absolute right to freedom of speech and (there it is again) the right to petition the Government for a redress of grievances.

The Judge had to remind Team Paule several times that making public records requests is not illegal.

Then again, we’re not dealing with geniuses here.

By any stretch.

As hard as it is to believe, Paule’s false allegations took an even stranger turn when she stated “that she has observed vehicles, unknown to her, (some with no tags), stationed outside of her residence on numerous occasions.  The Petitioner states that she is also regularly followed by unknown vehicles.”

I don’t know about any of you guys, but if I saw “unknown vehicles” outside my house, or if I really thought I was being followed by “unknown vehicles,” I’d whip out my handy-dandy iPhone and take dozens of pictures and videos of those “unknown vehicles,” license plates and all, and then I’d promptly call the police.

She did neither.

For someone who pretended to be a cop for twenty one years, shouldn’t she instinctively know how to collect evidence at a “crime scene?”

Asking for a friend.

When asked for proof of all these imaginary stalking “unknown vehicles” during the hearing, Paule came up empty handed.

I sincerely hope she seeks professional help for her problems.

Paule wrapped up her frivolous Petition by falsely declaring under penalty of perjury, she had to be “assigned a protective detail by North Miami Beach Police.”

Here’s a reminder of what Paule’s “protective detail” looks like.

Unless Paule Villard is even more delusional than I ever thought possible, she knows I never stalked, harassed or threatened to harm her or her family.

And I certainly never physically abused anyone, much less someone I’ve never even met in real life.

No, the real motive behind all this foolishness became glaringly apparent during Paule’s Drama Queen outbursts for the benefit of the Court, not to mention the outright perjury committed by her Facebook-stalking lawyer, Nixon Laroche, whose sheer ignorance of popular euphemisms was, well frankly, embarrassing.

    1. I know, right? She’s running for re-election in November and she’s pissed that I constantly expose her corruption. So she thought she could shut down the blog. She’s not the brightest bulb in the chandelier.

      As for her taxpayer-funded chauffeur, she’s been doing this since November. But after she filed that bogus petition, she said it was “police protective detail.” That’s totally bullshit, of course, but she’s a liar AND a thief. She’s literally stealing from the taxpayers who pay the police officer’s salary and the gas for the car, for her own personal benefit. It’s disgusting.

      1. Actually it’s his firm that he owns that is billing the City $60k a month. Out of that, he has to pay two or three employees who sit in for him at City Hall.. He gets the rest.

        1. He has two other lawyers in his firm, all just as incompetent as he is. Even if they have to split the $60K a month between them, NMB residents are still being shortchanged. That’s the amount that a large, full-service and more professional firm would be paid, and there wouldn’t be a need to hire as many outside lawyers as the City does now.

          In the twelve month period from March 1, 2021 (when Hans received his first check) through February, 2022, a total of $1,773,319.68 was spent on legal services, including Hans’ firm. Keep in mind that the budget for the City Attorney’s Office is $930,000 a year, which is the cap that Hans is allowed to spend on legal services, including outside counsel. He went OVER BUDGET by nearly 91%.

          Read that again.

          Hans Ottinot spent 91% more than his own budget!

          This is the Duke Sorey way. He nearly bankrupted North Miami with crap like this, and now he’s doing the exact same thing in NMB.

          It seems to me that you’re sticking up for Hans, but that’s a waste of time. This loser is indefensible.

    Paule Villard needs to be exposed for the criminal she is. She needs to be held accountable for her stunts and forced to repay every penny of taxpayer money that she stole for her stunts.

  4. You certainly did spill the beans. A restraining order? I’m sorry you had to go through that. After 9 hours you can’t say that wasn’t a fair hearing. If I was the judge, I would have tossed that out in a third of the time. And on top of such a preposterous allegation, there this woman is, wasting the people’s money once again.

    I hope this teaches other public servants that they’re not immune from the press.

    1. The Judge was very patient, excruciatingly so. But, in retrospect I see that she didn’t want to give Team Paule an excuse to say they didn’t get a fair trial.

      Ironically, I got the impression that the Judge didn’t even like me, but it didn’t matter. She understood the First Amendment, and that’s all that counts.

        1. I’ll have to find out. I’m not familiar with the justice system, especially the Zoom meetings. But I will look into it.

    2. My concern is that the corrupt City Attorney was sitting in on the call for 9 hours, during a time he should have been putting in a not so work day. We all know he was spoon feeding Paule with legal advice on tax payer funds.

      1. Of course, he was. Hans was hired by the four Criminal Commissioners to be their taxpayer-funded, personal lawyer and to rubber stamp their corruption. Hans is part of the original North Miami organized crime ring, along with Willis Howard, Andre Pierre, and a few of Duke’s special friends already on the NMB payroll.

  5. Long, interesting and detailed information on a very unscrupulous public servant. Where do these people come from and how the hell do they get elected? As you know, we’ve got the same crap here in North Miami.

    1. Oh, I do know. NoMi is the epicenter of this organized crime ring. It already infiltrated Tamarac and now NMB.

  6. These people immigrated here and figured out how to get elected. They choose one Haitian candidate and every Haitian who is registered to vote (and probably some that aren’t) all vote for the one Haitian running in each seat. Other ethnic candidates run against each other so the vote is split amongst the other ethnicities in each seat, leaving the Haitian candidate untouched and the eventual winner of the seat.
    If you want to vote them out, the voters need to all get behind ONE candidate to run against them, playing the same game as they do. If this formula is followed, they will all be voted out of office as Haitians make up 20% of the population of NMB and whites, Hispanics, Asians and African Americans make up the remaining 80%. Only one person from the 80% group should run against her and everyone should vote for that one person. Change can happen.

Quality NMB candidates need all the help they can get considering they are up against the North Miami Election Fraud Machine that has been in place for years to elect and keep corrupt politicians in office. Fighting that organized crime ring will be an uphill battle.

    1. Paule Villard is a piece of human garbage who lies about EVERYTHING! If she can make all this shit up on a legal petition, sign it under penalty of perjury, and walk into court as if a judge will believe her without an iota of evidence just because she’s an elected official, there is something truly wrong with her. She may be able to get whatever she wants on the dais because she has enough co-conspirators to cover her ass, but one of these days she will get exactly what she deserves. Karma can be a real bitch!

  9. Remember the last time an NMB politician complained about seeing cars parked in front of their house. Myron went to the Chief of Police at that time and had him run the plates. They came up as no hit. The Chief then got a call from FDLE wanting to know why he was running undercover plates. The rest is history.
