The criminal acts of Paule Villard

When North Miami Beach Criminal Commissioner Paule Villard stupidly decided to ask a Judge to issue a restraining order against me on March 16, 2022, it was only the latest in a long line of illegal acts she’s committed since she took office in November of 2018.

In her frivolous Petition for Injunction for Protection against Stalking Violence, Paule falsely alleged, among other things, that I:

  • Committed stalking;
  • Previously threatened, harassed, stalked, cyberstalked, or physically abused the Petitioner;
  • Threatened to harm the petitioner or family members or individuals closely associated with the petitioner;
  • Another order of protection issued against him or her previously from another jurisdiction.

It is worthy to note that she testified to these false allegations under oath, and penalty of perjury, which is punishable by Section 837.02 of the Florida Statutes.

In the end, the Judge saw through Paule’s lies and sent her packing with an Order of Dismissal in hand.

Criminal Commissioner Paule Villard, with the help of her co-conspirators on the dais, Michael Joseph, McKenzie Fleurimond, and Daniela Jean, has also violated the North Miami Beach City Charter at least two times that we’re aware of.

Her first violation took place at the July 20, 2021 Commission Meeting when she deliberately broke quorum in violation of Chapter II, Article I, Subsection 2-2.1 of the North Miami Beach City Charter.

When she realized she no longer had a her reliable four-vote majority after Michael and McKenzie left the dais, she turned off her Zoom camera and refused to participate in the People’s business.

Without the Charter-required presence of “five (5) duly qualified Commissioners,” or super majority, the meeting had to be adjourned.

It is worthy to note that she learned this particular trick, among others, from her close personal friend and mentor, Ex-Commissioner/Convicted Felon Frantz Pierre, who was arrested and removed from office on July 25, 2018.  We are doing our best to make sure that Paule receives the same fate.

It’s also worthy to note that Paule conveniently “forgot” how a super majority works when she greedily decided to steal even more money from the taxpayers of North Miami Beach.

At the November 16, 2021 Commission Meeting, Paule and her fellow Criminal Commissioners also violated the Charter when they gave themselves an “impromptu” annual raise of $6,500.

And by “impromptu,” we mean, “planned well in advance behind closed doors in violation of Florida Sunshine Laws.”

But, whatever.

Despite the fact that Article II, Sec 2-3 of the City Charter specifically states that “compensation of members of the City Commission may be increased by the affirmative vote of five members of the Commission,” the four Criminal Commissioners voted to give themselves this illegal raise.

Of course, had it not been for the blessing of their equally corrupt, taxpayer-funded personal lawyer posting as a “City Attorney,” Hans Ottinot, this ripoff of North Miami Beach tax dollars could not have happened.

Then again, this is exactly why they hired this shyster to represent them — to rubber-stamp their crimes.

Paule Villard has also been stealing your hard-earned tax dollars by egregiously violating the Police Department’s Sergeant-at-Arms Policy.

Beginning on November 15, 2021, former Chief of Police Richard Rand (who was forced out for being the “wrong” color, nationality, and religion) instituted a Sergeant-at-Arms Detail, allegedly for the purpose of “maintaining order and providing security during official assembly of the City of North Miami Beach (City) Mayor and Commission.”

Although this directive specifically states that Sergeant-at-Arms are not personal chauffeurs, are not specifically assigned to any commissioner, will not run personal errands, and will not drive to events that are personal in nature, Paule Villard has decided that the rules don’t apply to her.

The policy also states that scheduling for a Sergeant-at-Arms “will be coordinated through the Chief of Police or his/her designee,” and that a 48-hour notice must be given in advance.

Paule, of course, can’t be bothered with policy or protocol.

As evidenced by this self-promotional video that Paule commissioned, she has taken it upon herself to assign North Miami Beach Police Officer Jerry Hamilton to be her personal servant and wait on her hand and foot.

Literally.

And although the directive clearly states that the Sergeant-At-Arms will not be used “to run personal errands” or “drive to events that are personal in nature,” and even more specifically, that “travel outside of Miami-Dade County must be approved by the Deputy Chief of Police,” on Saturday, March 12, 2022, Paule had her personal chauffeur “Jerry” drive her to a personal shopping spree in Broward County and back to her house in North Miami Beach.

Originally recorded by Paule as one of her Facebook Live videos, we edited it to only include the first twenty-one minutes of her ride home, at the beginning of which you can clearly see the iconic guitar-shaped Seminole Hard Rock Hotel in Broward County through the windshield of Jerry’s taxpayer-funded limousine SUV as he travels south on the Florida Turnpike.

During her excursion she was chauffeured in shoe-less comfort.

Which is totally gross and inappropriate.

But, whatever.

At minute 18:56, when her taxpayer-funded chauffeur walks around to open her passenger-side door, she hands him her phone and says, “Hold this for me.”

There’s a break in the action, and in the next frame Jerry is filming Paule as she’s gathering up the packages from her shopping trip (and hopefully, putting her shoes back on).

She then poses for the camera as she disembarks from her taxpayer-funded limousine SUV.

Paule then takes her phone back from Jerry and films herself entering her home, as Jerry waits by the limousine SUV to make sure she’s safely inside.

At minute 21:03, Paule finally lets Jerry take the rest of the day off, turns to him and says, “Thank you so much for everything.  Bye, bye, good night.  Tomorrow, right?  Tomorrow, Jerry?  I’ll call you to let you know what time tomorrow.”

Never mind the directive specifically prohibits any one Sergeant-at-Arms from being assigned to a specific Commissioner, or from running personal errands, or from leaving Miami-Dade County without prior approval, North Miami Beach taxpayers are footing the bill so that Police Officer Jerry Hamilton can be at Paule Villard’s beck and call any time she snaps her odious little fingers.

Obviously, Criminal Commissioner Paule Villard has been given unlimited free reign to violate the City Charter, City Ordinances, and Police Department policies with impunity.

Last year, she graduated from violating municipal laws to violating state laws.

On July 14, 2021, despite being advised by then-North Miami Beach Police Captain Harvette Smith to cancel a planned “balloon release,” Criminal Commissioner Paule Villard forged ahead.

Florida Statute 379.233 clearly states that the release of a large number of balloons “poses a danger and nuisance to the environment, particularly to wildlife and marine animals,” and specifically prohibits the release of ten (10) or more balloons.

The Statute does, however, allow for the release of more than ten balloons that “are either biodegradable or photodegradable,” and “which are closed by a hand-tied knot in the stem of the balloon without string, ribbon, or other attachments.”

As you can see, even after being so advised by the North Miami Beach Police Department, Criminal Commissioner Paule Villard ignored Florida law by releasing more than 10 balloons with long strings attached.

Because Paule Villard actually believes she’s above the law.

Criminal Commissioner Paule Villard also violated the Constitution of the State of Florida with her $100,000 taxpayer-funded, vote-buying giveaway of one thousand $100 Publix gift cards to residents who are allegedly “experiencing financial hardship and food insecurity,” using COVID-19 as a convenient excuse, according to her Resolution R2021-40.

This gift card fiasco is a blatant misuse of public funds in that it is a clear violation of Article VII, Finance and Taxation, Section 10, of The Florida Constitution, which specifically prohibits municipalities from giving, lending or using its taxing power to “aid any corporation, association, partnership or person.”

She was able to get away with this, of course, with the blessing of none other than her personal, taxpayer-funded lawyer, Hans Ottinot, which was just another one of his many bad “legal” decisions currently under investigation by The Florida Bar.

In our previous column, we reported that Criminal Commissioner Paule Villard has also violated the First Amendment to the Constitution of the United States and the Establishment Clause of the Bill of Rights by holding a church service on government property.

At her April 27, 2022 “Clergy Appreciation Brunch”, Paule announced that this is “the House of the Lord,” and that they will be “praising, preaching, singing, PRAISING THE LORD!”

By the time a fifth grader graduates to middle school, he or she has already learned about the separation of church and state and is well aware that preaching on public property is illegal.

Then again, Paule Villard is too stupid to pass fifth grade math, much less an elementary school government class.

Nevertheless, since Criminal Commissioner Paule Villard is being enabled by Hans Ottinot, and her even more corrupt personal, taxpayer-funded “protector,” City Manager Arthur “Duke” Sorey, there will be no consequences.

Unless, of course, the ACLU decides to open an investigation.

Just saying.

And, finally, Paule Villard has managed to violate both state and federal election laws by committing election fraud on November 2, 2020 at the precincts located at North Miami Beach City Hall, the details of which we are not at liberty to disclose at this time due to an active investigation by the FDLE.

Again, just saying.

These are just a few of the illegal acts that have been perpetrated by Criminal Commissioner Paule Villard since her disastrous election “win” in November 2018.

Like her mentor, EX-Commissioner/Convicted Felon Frantz Pierre, Paule Villard is racking up so many city, state, and federal violations on a daily basis it would be hard to keep track, but for the fact that we here at VotersOpinion are watching and documenting every one of her criminal acts.

We will also continue filing complaints against her with various local, state, and federal agencies wherever appropriate.

And we are determined to do everything in our power — and then some — to make sure that Criminal Commissioner Paule Villard is a one term politician.

I should add that the city was sent a official C&D 10 days before the Clergy Appreciation Brunch which demanded that it be cancelled and the city immediately discontinue planning any further religious events under threat of legal action. This was sent by a lawyer at the FFRF on my behalf as a concerned citizen.

  2. I’m curious to know how many sergeant-at-arms the City of NMB has for their elected officials? Witnesses say there were at least three at the Thursday evening Formula 1 festivities.

    1. I know of two, Jerry Hamilton and Wiren Norris. If there is a third one, I don’t know who it is. Of course, I still can’t get public records out of NMB because Duke Sorey has been blocking my requests. This won’t end well for him.

  3. The reason why your former city manager was fired, basically, was because he said no to commissioner aides, no to drivers and no to tents, coffee mugs, pens, shopping bags and campaigning out of city hall.

    When people need the definition of criminal, this piece you published and what’s known in NMB government is clear on that. One doesn’t have to be arrested or convicted of a crime to be labeled a criminal. I hope the authorities that watch over muni’s see what’s happening. And the voters really need to open their eyes.

    1. You are 100% correct! The four Criminals hired Duke Sorey for exactly that reason. He has no scruples whatsoever and he’s as much a Criminal as they are. He’s hiding the CAFR because he knows he’s blown tax dollars irresponsibly abd he’s trying to hide it. Just like he’s trying to hide public records from the public, especially me. Sooner or later karma is going to get them all, or the city will become Opa-locka. It’s only a matter of time.

    1. It is. She is most definitely a criminal. Just because she hasn’t been arrested — yet — or convicted — yet — doesn’t mean she hasn’t committed crimes. I will not stop uncovering, exposing, and documenting her crimes until justice is truly served.
