The ugly truth about Paule Villard. And, boy, do we have the receipts!

We already know that North Miami Beach Criminal Commissioner Paule Villard breaks every law on the books with impunity, but her clinical psychopathy goes even deeper than mere lawlessness.  Paule’s lunacy started long before she even became a Mall Cop in the City of Miami.

In 1987, Paule and her then-husband, Arthur Villard, were sued for eviction by their Landlord.

It appears that the Landlord dismissed the case before the Villards were thrown out into the street, so they must have come up with the money somehow.

Not only did she and her husband manage to not get evicted, two years later in 1989 Arthur Villard bought the house where Paule Villard still lives to this day … albeit without poor Arthur, who she sued for child support on January 14, 1992, which the Court denied, and then for divorce on August 17, 1993.

Although she received a Final Judgment Granting Dissolution of Marriage two years later in 1995, she dragged the case on for another seven years until the Court closed the case.  For some unknown reason, on March 10, 2020 she filed to re-open the case by filing a Motion for Enforcement, but the court docket shows no entries since that date.

Apparently, marriage to Paule Villard is the gift that keeps on giving.

But, shed no tears for good old Arthur.

We hear that Paule saved him a spot in line to receive one of her $200 Taxpayer-Funded Campaign Rally Gift Cards even though he lives in Pembroke Pines — and even though his name wasn’t on the Gift Card Database provided to us by the City of North Miami Beach.

Funny how that works.

Four months after she dumped Arthur, Paule managed to get herself hired as a “police officer” (wink, wink) with the City of Miami, where she spent twenty years hiding out in “Community Relations” while shopping on the job in Little Haiti, collecting mediocre evaluation reports, and earning five written reprimands for going AWOL, bypassing the chain of command, and making unauthorized purchases.

Or, as taxpayers who fund the government call it, spending other people’s money.

During her less than stellar career as a “police officer,” Paule Villard managed to make one whole arrest.

Or, rather, she assisted the “Primary Officer” in making an arrest.

Which was the most police-like thing she did in her entire “career” before retiring exactly twenty years to the day later as a “Police Officer.”

Paule is fond of telling anyone who will listen that she was a “Police Sergeant,” even though that’s just one of her many lies.

In fact, she can’t even keep that lie straight!

On her “official” City bio, she claims she “Retired from the City of Miami Police Department as a Police Sergeant after working there for over 24 years.”

And yet, in her 2018 YouTube campaign video, she claimed she was a “Ret. Police Sergeant with 28 years of experience.”

At minute 2:50 of her video, she added to that lie by claiming, “I was a police officer for 30 years.”

Not surprisingly, Paule Villard is still lying about her “accomplishments.”

On April 5, 2021, she became the “Vice Mayor,” a rotating, temporary 4-month title that all elected officials hold about 7 times during a four year term.

And she’s been milking that inconsequential title ever since.

She spared no expense with your money to commission thousands of campaign-like tote bags and palm cards, and have her blouses and dresses hand-embroidered, all advertising herself as “Vice Mayor Paule Villard.”

If that weren’t enough gratuitous self-promotion, Paule continued to falsely represent herself as the “Vice Mayor” long after her temporary gig was up on August 17, 2021 when it was Daniela Jean’s turn to hold the “honorary” title.

On December 11, 2021, during Paule’s Taxpayer-Funded Campaign Rally Gift Card Giveaway, four months after she had to relinquish the title, she was still giving out her “Vice Mayor” campaign-like palm cards.

And her campaign-like tote bags.

On December 19, 2021, she posted a Facebook Live video of herself at a radio show wearing one of her taxpayer-funded embroidered dresses falsely representing herself as “Vice Mayor Paule Villard.”

At the December 14, 2021 Commission Meeting, Fortuna Smukler was appointed as Vice Mayor effective December 17, 2021.

Eight days later, Paule Villard was still seen fiercely clutching the imaginary title of “Vice Mayor” in her hot little hand, refusing to let it go.

On December 25, 2021, she attended an event hosted by radio personality Rotschill Anderson, during which she presented a Proclamation from the City to entertainer Michael Benjamin, a/k/a Mikaben.  This proclamation was signed by the Mayor and Commissioners, with Fortuna clearly signing as Vice Mayor.

Yet, when Paule read the proclamation publicly, she stated, “Signed by Mayor Anthony DeFillipo, VICE MAYOR PAULE VILLARD, Commissioner McKenzie Fleurimond, Commissioner Daniela Jean, Commissioner Michael Joseph, Commissioner Barbara Kramer, Commissioner Fortuna Smukler, and yours truly.”

Then again, we all know Paule Villard is a shameless liar.

When Commissioner Barbara Kramer called for a public censure against Paule at the January 18, 2022 Commission Meeting for misrepresenting herself as “Vice Mayor” five months after the expiration date, as usual Paule pulled out her handy-dandy Race Card.

Once again, any criticism of Paule Villard’s unethical behavior is automatically met with accusations of racism against “Haitians and blacks.”

It’s only a matter of time before Paule Villard pulls a Jussie Smollet on the good residents of North Miami Beach!

In addition to constantly lying and accusing everyone of being a racist, Paule also likes to file lawsuits.

On December 20, 1996, Paule sued Edward Byrd III and Agency Rent-A-Car, Inc. for “auto negligence.”  The case went on until September 11, 1997, when the Judge signed an Order granting the Defendant’s Motion to Compel and for Sanctions against the Plaintiff, and ordered Paule to “pay the disruption fees in the amount of $275.00 to Defendants.”  On November 19, 1997, Paule filed a Notice of Voluntary Dismissal Without Prejudice, but it didn’t end there.  On February 26, 1998, the Judge signed an Agreed Order on Defendant’s Motion to Tax Fees and Costs, and awarded the Defendant costs in the amount  of $895.00, and on March 16, 1998 he sealed the deal by entering an Order on Defendant’s Motion to Tax Costs.

Since the case was voluntarily dismissed without prejudice, Paule was free to sue the Defendants again, and so she did.  On March 3, 1998, she filed yet another lawsuit which also went nowhere.  On April 12, 1999, Paule filed a Notice of Satisfying Cost Judgment, which she had paid in the amount of $993.95, and on December 6, 2000, the Judge entered an Order of Dismissal for Lack of Prosecution.

On May 6, 2003, Paule Villard filed a lawsuit against Edwards McPhee and Packaged Ice, Inc., a/k/a Reddy Ice, for “auto negligence.”  Within a year the case was settled, and on January 30, 2004, the Judge entered a Stipulation and Order of Dismissal With Prejudice, with each party paying its own costs and attorneys’ fees.  Since this case was dismissed with prejudice, Paule would not be given a second bite at that apple.

On November 18, 2014, Paule filed a lawsuit against Southern Fidelity Insurance Company alleging that the company did not pay the full amount of a claim for damages to her house that occurred on April 2, 2014.  According to the Complaint, Paule stated that the company only paid her $7,176.46 against a claim of $15,236.58, and she wanted the Court to award her the difference plus reasonable attorneys’ fees.

However, on June 4, 2014, the Defendant filed a Defendant’s Motion to Dismiss for Failure to Join an Indespensible Party.  Although the insurance policy was in the name of Paule Villard, according to the Warranty Deed, the house was still in the name of her ex-husband, Arthur Villard.  In its Motion, the the insurance company claimed that as the owner, Mr. Villard “has an interest in the subject matter of the litigation and the enforcement of the policy.”

On February 8, 2016, Paule had no choice but to enter into a Joint Stipulation for Dismissal With Prejudice , and on February 18, 2016 the Judge entered a Final Order of Dismissal With Prejudice, barring Paule from bringing any further action against the Defendant ever again.  She’s lucky the insurance company didn’t countersue her for the money they already paid out.

Paule Villard has also found herself on the receiving end of three lawsuits, none of which worked out too well for her either.

On June 14, 2005, Paule was sued by Unifund CCR Partners, G.P., a debt collection agency, for an unpaid obligation in the amount of $2,052.52.  On October 6, 2005, the Judged entered an Default Final Judment, ordering Paule to pay the debt amount of $2,052.52, plus $300.00 for attorneys’ fees, $180.00 in costs, and a prejudgment interest of $208.60.  Failure to pay will result in an interest rate of 7% on the outstanding balance until paid.

What a deadbeat!

And, finally, the Criminal Commissioner who loves to spend your tax dollars to campaign for her re-election, can’t be bothered to pay her own mortgage.

On March 29, 2019, MGC Mortgage, Inc. filed a Verified Complaint for Foreclosure of Mortgage against Paule Villard for “failing to pay the payment due September 1, 2018, and all subsequent payments.”

Oh, REALLY?

According to the Promissory Note attached to the Complaint (page 6), her monthly mortgage payment was $1,122.36, which means she owed $6,734.16 to MGC Mortgage, Inc. at the time it filed its lawsuit.

And she didn’t even have a pandemic as an excuse.

Then again, if she hadn’t spent $23,925 of her own money to run for office in the 2018 Election, she would been able to keep up with her mortgage payments.

And that’s not counting the $17,750 she threw in the toilet on her unsuccessful run in the 2015 Election.

By May 16, 2019, Paule somehow came up with at least nine months’ worth of mortgage payments, or $10,101.24, plus court costs and interest, to get MGC Mortgage, Inc. to file a Notice of Voluntary Dismissal of its foreclosure lawsuit.

We can’t help but wonder how she came up with that nice chunk of change.

On May 10, 2019, the Judge entered a Final Order of Dismissal of the case, without prejudice, which means the Plaintiff is permitted to initiate another foreclosure if she she tries to stiff them again.

Just imagine how much more damage this shameless, lying con artist will do to the City of North Miami Beach if she does get re-elected in November.

You can’t say you weren’t warned.

    1. This cretin is shameless. You have to watch the last 20 minutes of the meeting to see Paule in all her ignorant, arrogant, uncouth splendor. A normal person would have listened and learned from her mistakes. She violated the charter, but when Barbara called her out on it, she went on the offense, spewing all kinds of nonsense and gibberish, claiming that she was more educated than Barbara. Huh? Then she called Barbara a “narcissist,” but when asked if she knew what that meant, Paule couldn’t even answer. One look at her Facebook page and anyone can see who the narcissist really is. She is the embarrassment of North Miami Beach.

  3. Our city has hit a new low. Four of our commissioners lie, cheat and take. They are sucking on the public teat by increasing their salaries and benefits and buying personalized campaign like accessories so you won’t forget who they are at election time.
    I won’t forget who they are, but I’ll remember who not to vote for.
